Job Descriptions:

The Cluster Supervisor is responsible for overseeing and supporting the effective delivery of BPHS services across assigned health facilities in Nangarhar Province. Reporting to the Technical Manager and Project Manager, the role involves conducting regular supervisory visits, ensuring compliance with BPHS standards, strengthening quality of care, and providing on-the-job training to health facility staff. The supervisor monitors clinic functionality, supports data accuracy in HMIS, facilitates operational needs, and coordinates with local authorities and partners to avoid service gaps. The position also ensures proper medicine management, promotes infection prevention standards, supports community engagement, and submits timely supervision and performance reports. This role requires strong technical knowledge, at least five years of supervisory experience, and a commitment to MHCO’s safeguarding and professional standards.

Duties & Responsibilities:

  • Supervision and monitoring:
    • Conduct monthly visits to all health facilities in the cluster.
    • Provide supportive and corrective supervision to health facility staff.
    • Monitor and assess the overall functionality of clinics, including sanitation, hygiene, and waste disposal.
    • Ensure adherence to BPHS requirements and technical guidelines.
    • Support the HFs staff for provision of PIP against any monitoring/supervision feedbacks.

  • Quality assurance and training:
    • Provide on-the-job training to medical staff to improve knowledge and skills.
    • Ensure proper use of drugs and supplies based on NSTG.
    • Follow up of data management systems to ensure consistency and accuracy of Health Management Information System (HMIS) data.
    • Help identify and report early signs of epidemics or public health problems.
    • Work closely with HFs staff to improve QOC/QQM as per the guidelines.
  • Reporting and coordination:
    • Prepare and submit regular reports on activities, findings, and performance to technical manager and PM.
    • Follow up on previous supervisory findings, Feedbacks and PIP and ensure action plans are implemented.
    • Maintain close working relationships with stakeholders including PHOs, DHOs, local authorities, and other vertical project implementer NGOs to avoid duplication in the coverage areas of -HF.
  • Operational support:
    • Support the head of HFs with the overall, transparent, effective and efficient running of the facilities.
    • Provide guidance on technical and operational needs.
    • Assist community health Supervisors in setting up local health committees and encouraging community participation.
    • Monitor and manage clinic stock levels and facilitate medicine redistribution if necessary.
    • Ensure that the medicines stored as per the standard regarding temperature and humidity.
    • Preparing monthly, quarterly and end of the project reports and report them to line manager.
    • Travel to field at least spend one week.
    • Ensure proper implementation of IP standards in HFs
    • Participate and facilitate different training session for the HFs staff
    • 60-70% of his time should be spent in supervision visits to the HFs
    • Any other task assigning by line manager.

Job Requirements:
