Job Descriptions:

The MH/Disability Officer supports the planning, implementation, and monitoring of mental health and disability-inclusive activities in Nangarhar province. This role ensures that programs promote inclusion, accessibility, and participation for individuals with disabilities and those with psychosocial needs. Responsibilities include community outreach, awareness sessions, identification and referral of beneficiaries, coordination with health and social service providers, data collection and reporting, and strengthening community support mechanisms. The officer also supports safeguarding, monitors program quality, and contributes to reducing stigma around mental health and disability, ensuring all activities comply with MHCO standards and promote dignity and respect for all participants.

Duties & Responsibilities:

  • Support planning and implementation of mental health and disability-related project activities.
  • Ensure activities promote inclusion, participation, and accessibility for people with disabilities.
  • Assist in organizing awareness sessions on psychosocial well-being, disability inclusion, and available services.
  • Facilitate community-based activities that support individuals with psychosocial or disability-related needs.
  • Identify individuals with psychosocial concerns or disabilities during field visits and community outreach.
  • Provide basic supportive communication and ensure safe, respectful interaction.
  • Refer individuals to appropriate services (health, psychosocial support, rehabilitation, protection) based on consent.
  • Track and document follow-up cases in line with MHCO confidentiality standards.
  • Coordinate with health facilities, disability service providers, community leaders, and partner organizations.
  • Participate in relevant cluster or working group meetings when assigned (Health, Protection, Disability Inclusion).
  • Maintain updated mapping of mental health and disability support services in operational areas.
  • Conduct community sensitization on disability rights, mental health stigma reduction, and inclusive services.
  • Support formation and strengthening of community support groups where applicable.
  • Ensure strong engagement with caregivers, families, and community influencers.
  • Collect data on mental health and disability-related activities, ensuring accuracy and confidentiality.
  • Prepare weekly and monthly reports for the Program Manager/Coordinator.
  • Document challenges, success stories, lessons learned, and recommendations.
  • Support monitoring visits and internal assessments related to MH/disability inclusion.
  • Ensure all activities follow MHCO’s safeguarding policies and do not place individuals at risk.
  • Promote inclusive practices and identify barriers affecting persons with disabilities.
  • Ensure feedback and complaint mechanisms are accessible to everyone, including individuals with disabilities.

Job Requirements:

  • Bachelor’s degree in Psychology, Social Work, Public Health, Disability Studies, or related field.
  • Minimum 2 years of experience in mental health, disability inclusion, or community-based programming.
  • Experience working with persons with disabilities or vulnerable groups is strongly preferred.
  • Knowledge of referral pathways and community-level support networks.
  • Excellent communication, coordination, and analytical skills.
  • Strong written and verbal communication skills in English and local languages (Pashto/Dari).
