Job Descriptions:

The role involves coordinating and supervising all communicable disease control activities at the provincial level, including surveillance, early warning, outbreak detection, and rapid response. It provides technical support to health facilities on TB, HIV, Malaria, and other priority diseases, while ensuring data quality, timely reporting, and regular supervision visits. The position facilitates alignment with PPHD, stakeholders, and national CDC departments, and supports training, awareness, and community mobilization. It maintains strong communication between central and field teams, represents the organization in CDC and emergency preparedness meetings, and ensures compliance with safeguarding, child protection, and ethical standards, reporting any concerns as required.

Duties & Responsibilities:

  • Coordinate and supervise all Communicable Disease Control activities at the provincial level.
  • Ensure proper implementation of surveillance, early warning, outbreak detection, and rapid response.
  • Provide technical support to health facilities on TB, HIV, Malaria, and other priority communicable diseases.
  • Monitor data quality, review reports, and ensure timely submission to first supervisor.
  • Conduct regular supervision visits and follow-up on action plans for disease control programs.
  • Coordinate with PPHD, key stakeholder, and national CDC departments for program alignment.
  • Support training, awareness, and community mobilization activities related to communicable diseases.
  • Ensure effective communication and collaboration between central office and field teams related to CDC programs.
  • Represent of MHCO in all CDC activities, coordination meetings and EPR in provincial level.
  • Ensure compliance with MHCO safeguarding, child protection, and PSEA policies.
  • Report any safeguarding or misconduct concerns following MHCO procedures.
  • Maintain high standards of professionalism, confidentiality, and ethical behavior.

Job Requirements:

  • MD (Medical Doctor), Public Health, or related health qualification.
  • Master’s in Public Health or CDC is an asset.
  • Minimum 4–5 years of experience in reproductive health programming or clinical maternal health.
  • Experience in BPHS/EPHS implementation or humanitarian health projects preferred.
  • Strong CDC technical knowledge (surveillance, early warning, outbreak detection, and rapid response).
  • Experience in capacity building and supervision.
  • Data analysis and reporting skills.
  • Knowledge of MoPH policies, HMIS, and national CDC guidelines (Malaria, Lashmania, TB, HIV and COVED-19).
  • Strong communication, coordination, and problem-solving skills.
  • Fluency in Dari and Pashto; good command of English (written & spoken).
  • Proficiency in MS Office, especially Excel.
