About INTERSOS:

Over the past few years, Afghanistan has witnessed a relative improvement in security and stability across much of the country. This has allowed humanitarian actors like INTERSOS to maintain uninterrupted access and expand services in areas that were previously hard to reach. Despite this progress, the humanitarian situation remains critical, with millions of Afghans continuing to face acute vulnerabilities due to prolonged economic hardship, natural disasters, and limited access to essential services.

 

In 2025, more than half of the population is in need of humanitarian assistance, with food insecurity, child malnutrition, and displacement remaining key concerns. Natural disasters, such as floods and recent earthquakes, have further compounded the needs of already struggling communities.

INTERSOS continues to operate through a community-based approach with field bases in Kabul, Kandahar, and Zabul, delivering primary healthcare, nutrition, and protection services with a focus on women, children, and persons with disabilities. The organization enjoys strong community acceptance and collaborates closely with relevant national authorities, including maintaining the full participation of female staff in all activities.

 

While the operational environment is largely stable and conducive, funding shortfalls and systemic barriers such as restrictions on financial flows and administrative bottlenecks continue to impact the scope and scale of humanitarian response. Sustained support is crucial to ensure the continuity of life-saving services and to address the urgent needs of Afghanistan’s most vulnerable populations.

Job Descriptions:

The Data Collection Enumerator (Daily Worker) is responsible for the day-to-day implementation of Monitoring, Evaluation, Accountability, and Learning (MEAL) activities across INTERSOS projects in Kabul. The enumerator will be responsible for collecting high-quality data through various methods, including baseline/endline surveys, market assessments, beneficiary satisfaction surveys, and Post-Distribution Monitoring (PDM). The enumerator will work in accordance with INTERSOS policies, especially the Data Protection Policy.

 

 

Duties and Responsibilities:

 

The Daily Worker Enumerator will contribute to the monitoring and evaluation process through data collection, cleaning, entry, and verification. Enumerators will support the learning process through field visits, observation, and quality data collection for all INTERSOS Afghanistan core sectors (Health, Nutrition, Livelihood, and Protection).

 

Generic Responsibilities


These responsibilities shall be the same for all positions with the same title.

  1. Ensure adherence to INTERSOS policies, tools, handbooks, and guidelines.
  2. Implement field visit and observation checklists assigned.
  3. Conduct data collection as per the developed questionnaires and data collection frameworks.
  4. Support tasks related to data entry and data collection software.
  5. Contribute to the collection of data for success stories and case studies.
  6. Contribute to photography as per INTERSOS photography and beneficiary consent policies.
  7. Ensure proper filing of documents (soft and hard copies) and submit them to the MEAL team.

 

Specific Responsibilities
These responsibilities shall be adapted to the particularities of the job location and context.


Planning and Maintaining Monitoring & Evaluation Systems

  • Conduct data collection using provided questionnaires and participate in pilot testing of data collection tools.
  • Provide timely and critical feedback on questionnaires or data collection tools for necessary adjustments.
  • Support the uploading of surveys and other quantitative data collection tools to digital platforms like Kobo.
  • Support preliminary data cleaning and analysis before submission to the MEAL Officer.
  • Conduct quantitative data collection (e.g., surveys, checklists) and qualitative data collection (e.g., Focus Group Discussions, Key Informant Interviews).
  • Ensure the recommended sample size is gathered as per the data collection plan, with inclusion of diverse genders, ages, and demographic backgrounds.
  • Contribute to data collection for success stories, case studies, and other interviews as per guides provided.
  • Support beneficiary selection verification visits and data collection using a pre-identified checklist.
  • Perform any other duties as agreed upon with the MEAL team.

Job Requirements:

To be considered for the roster, candidates must meet the following strict requirements:

  • Education: Minimum of high school graduation; a university degree is preferred.
  • Languages: Fluency in Pashto and/or Dari (both written and spoken). Basic proficiency in English is a strong advantage.
  • Experience: Prior experience in data collection, surveys, or fieldwork.
  • Community Familiarity: In-depth familiarity with and understanding of local community customs, traditions, and social structures.
  • Availability: Willingness to commit to the full duration of data collection assignments and to work flexible hours as needed in the field

 

Skills:

  • Basic understanding of quantitative and qualitative data collection methods.
  • Strong interpersonal and communication skills.
  • Ability to travel to and work in various field locations.
  • Basic numeracy and writing skills.
  • Familiarity with using smartphones or tablets for data collection.
  • Computer skills, including MS Office (Word, Excel, Outlook).
  • Knowledge of digital data collection platforms (e.g., KoBo, CommCare, Ona) is a strong advantage.
  • Knowledge of designing forms on the KoBo platform is a plus.
  • Skills in media, design, and photography are a plus.
  • Experience in story writing or report writing is a plus.
