Years of Experience: At least 3 years of experience in health data management, M&E, or HMIS —with BPHS/EPHS projects. • Strong knowledge of MoPH HMIS system, tools, and indicators. • Proficient in DHIS2, Excel, and other data analysis software (SPSS, Power BI, etc. an asset.

Job Descriptions:

The HMIS Officer is responsible for ensuring accurate, timely, and reliable collection, entry, analysis, and reporting of health data from all BPHS facilities in Kandahar province. The position supports monitoring and evaluation activities, strengthens data quality, and ensures the effective use of health information for decision-making at all levelsThe HMIS Officer is responsible for ensuring accurate, timely, and reliable collection, entry, analysis, and reporting of health data from all BPHS facilities in Kandahar province. Job Requirements:

Specific Responsibilities:

A. Data Collection and Management

  • Collect, verify, and compile monthly HMIS reports from all BPHS health facilities.
  • Ensure accuracy, completeness, and consistency of reported data.
  • Enter facility-level data into the national HMIS database (DHIS2 or other platforms).
  • Maintain electronic and hard copies of reports and data sets securely.

B. Data Quality Assurance

  • Conduct routine Data Quality Assessments (DQA) at health facilities to identify gaps and improve reporting standards.
  •  Ensure the quality of data in terms of both consistency and accuracy and verify that all patient registrations are complete and properly documented.
  •  Identify and correct reporting errors in close coordination with facility staff.
  •  Provide timely and constructive feedback to health facility staff regarding data discrepancies and overall data quality issues.
  •  Support the training and capacity building of facility data clerks on HMIS tools, reporting procedures, and data validation practices.
  •  Ensure field verification of patients within the P4P (Pay-for-Performance) indicators, confirming the accuracy of service delivery records against reported data.

C. Reporting and Analysis

  • Prepare monthly, quarterly, and annual HMIS summary reports for the provincial office and                  central level.
  • Analyze data and produce charts, dashboards, and visual summaries for program review meetings.
  • Support management in evidence-based decision-making through data interpretation and presentation.

D. Coordination and Capacity Building

  • Liaise with the Provincial Health Directorate (PHD), M&E team, and BPHS implementing partners for HMIS-related issues.
  • Support and participate in monitoring visits, supervision, and evaluation activities.
  • Provide on-the-job training to health facility staff on data recording and reporting.

E. Other Duties

  • Support project staff in data-related tasks and reporting to donors or MoPH.
  • Participate in provincial review meetings and share key findings.
  • Perform any other tasks assigned by the supervisor relevant to the position.
