About TLO:

The Liaison Office (TLO) founded in 2003 as an Afghan non-governmental organization (NGO) that emerged from a Swisspeace pilot project (supported by the Heinrich Böll Stiftung) with the aim of improving local governance, stability, and security through systematic and institutionalized engagement with customary structures, local communities, civil society groups, and government institutions. TLO is based in Kabul, with regional offices in Paktia, Khost, Paktika, Herat, Ghazni, Farah, Samangan, Balkh, Nangarhar, Maidan wardak and Baghlan and additional field offices across Afghanistan. TLO works to achieve its objectives through key program activities: research and analysis, dialogue facilitation for peacebuilding, access to justice and governance, humanitarian assistance, third party monitoring and evaluation, and environment & natural resources management.

Job Descriptions:

1. Purpose of the Position

The Liaison Officer will facilitate coordination and communication between TLO, government authorities, traditional dispute resolution actors, and other relevant stakeholders. The position will support the effective implementation of project activities by ensuring that relationships are well maintained, permissions are secured, and representation at relevant forums is ensured.

2. Key Responsibilities

A. Government Liaison and Coordination

  • Serve as the primary point of contact between TLO and relevant government authorities at Kabul, provincial and district levels.
  • Facilitate official communications, secure necessary permissions and letters of support from government institutions.
  • Organize and participate in coordination meetings with government counterparts.
  • Keep the project management informed about government policies, regulations, and developments that may impact project implementation.
  • Support the maintenance of positive working relationships between TLO and the local administration.

B. Liaison with Traditional and Community Justice Actors

  • Build and maintain strong relationships with traditional dispute resolution actors, tribal elders, religious leaders, and community shuras.
  • Coordinate regular meetings and dialogues with Access to Justice Committee (A2J) members and other community elders.
  • Support the organization of community-level activities, including mediation sessions, peace dialogues, and awareness-raising events.
  • Ensure that traditional justice actors are informed and engaged in project interventions promoting access to justice and social cohesion.

C. Representation and External Affairs

  • Represent TLO in various external forums, coordination meetings, and public events organized by government bodies, NGOs, and international partners.
  • Participate in TLO-organized events such as workshops, conferences, and dialogues, ensuring high-quality representation and reporting.
  • Document and report on meetings, visits, and events, providing summaries and recommendations for follow-up.
  • Build and maintain networks with local CSOs, INGOs, and community stakeholders to support project visibility and collaboration.

D. Project Support and Communication

  • Support project staff in coordinating field activities, particularly those involving external stakeholders.
  • Provide inputs for project reports, success stories, and communication materials.
  • Assist in conflict-sensitive communication and stakeholder engagement strategies.
  • Support monitoring visits and facilitate access for project partners and donors when needed.

E. Compliance and Ethics

  • Ensure that all liaison activities are conducted in line with TLO’s code of conduct and humanitarian principles.
  • Maintain confidentiality, neutrality, and professionalism in all interactions with government and community actors.
  • Report any potential risks, conflicts of interest, or security concerns to the supervisor immediately.

Job Requirements:

  • Bachelor’s degree in Law, Political Science, Public Administration, or related field (Master’s degree preferred).
  • Minimum of 3–5 years of relevant work experience, preferably with NGOs or in government relations roles.
  • Proven experience liaising with government officials, community leaders, and traditional justice actors.
  • Strong understanding of Afghanistan’s governance structures, community networks, and traditional justice mechanisms.
  • Excellent communication, negotiation, and interpersonal skills.
  • Proficiency in Dari and Pashto; English language skills are an advantage.
  • Strong reporting and documentation skills.
  • Ability to travel frequently within project areas.
