Job Descriptions:

Mission / Objectives:

The HR Advisor (Field) supports the Admin Coordinator in ensuring effective, transparent, and compliant HR management across MdM Afghanistan. The role oversees HR operations, including recruitment, contracts, payroll, performance appraisals, staff capacity building, salary grid updates, and HR policy implementation. The HR Advisor ensures that HR practices align with MdM standards, Afghan labor law, and donor requirements. The role requires 50% field presence to strengthen HR practices and build capacity.

Main Responsibilities:

1. Recruitment & Onboarding

- Coordinate and support transparent recruitment processes, ensuring compliance with MdM policies.
- Participate in recruitment planning, job descriptions preparation, advertising, long/shortlisting, testing, and interview panels.
- Ensure conflict of interest declarations are collected and documented.
- Engage technical staff from coordination in recruitment processes where field technical capacity is limited.
- Organize onboarding, induction, and orientation sessions for new staff.

2. HR Administration & Compliance

- Prepare, review, and manage the monthly national staff payroll, ensuring accuracy, confidentiality, and compliance with MdM policies, Afghan labor law, and donor requirements.
- Coordinate with Finance for payroll reconciliation, including taxes and benefits.
- Update and monitor the national salary grid, conduct benchmarking of the labor market, and make recommendations.
- Maintain staff files, contracts, and HR-related documentation in compliance with audit standards.
- Manage contracts with employment lawyers when required.
- Ensure compliance with MdM HR policies, labor law, and donor requirements.
- Support the Admin Coordinator in smooth HR operations and reporting.

-Participate in budget development meetings and provide HR inputs during proposal design and donor submission processes.

-Ensure monitoring and application of the MdM HR framework at mission level.

- Provide technical supervision and tool development (HR tools, templates, and systems).

-Maintain strong focus on legal compliance, including coordination with employment lawyers and authorities as required.

3. Staff Development & Performance Management

- Lead and monitor the annual appraisal process for national staff, ensuring timely completion and proper documentation.
- Develop performance improvement and capacity-building plans with supervisors and project managers.
- Coordinate and implement capacity-building activities, including BAM trainings, onboarding, and refresher trainings.
- Provide coaching and guidance to managers and supervisors on staff management.
- Promote professional development and training opportunities.
- Support conflict resolution and mediation processes as required.

- Conduct quarterly refresher sessions on PSEA, Safeguarding, and other core MdM HR policies for all staff. Perform spot-check visits to field offices to ensure compliance with HR policies and procedures.

- Draft regular HR activity reports for management and HQ.

4. Field Support & Capacity Building

- Regularly visit field offices (approximately 50% travel time) to provide technical HR support and capacity building.
- Train field-based HR and management staff on MdM HR policies and tools.
- Support recruitment, appraisals, and HR compliance in field offices.
- Provide on-site guidance during high-pressure recruitment and staff management periods.
- Assist teams in coordinating with government departments (PPHD, DoEc, Governor’s Office) during recruitments, addressing challenges as they arise.

5. Coordination & Reporting

- Work closely with the Admin Coordinator, Field Coordinators, and project managers to ensure HR alignment with program needs.
- Provide regular HR reports to coordination and HQ as required.
- Draft activity reports summarizing HR actions and challenges.
- Contribute to HR strategy, workforce planning, and policy updates.
- Represent MdM technically with authorities, partners, and NGOs.
- Assist the Admin Coordinator in different tasks required for smooth HR operations.

6. Management Responsibilities

- Manage and lead the HR team: objective setting, supervision, performance monitoring, leave management, training, and discipline.
- Plan, monitor, and adjust HR activities as required.
- Support and arbitrate measures in case of challenges or incidents.
- Support staff in identifying training needs and implementing development initiatives.
- Prepare/update organizational charts and job descriptions.

Job Requirements:

University degree in Human Resources Management, Business Administration, or related field.
- At least 4–7 years of HR management experience, preferably with INGOs.
- Strong knowledge of Afghan labor law, HR best practices, and donor requirements.
- Proven experience in payroll management, staff capacity building, and performance management.
- Experience in salary grid management, benchmarking, and legal compliance.
- Excellent organizational, communication, and interpersonal skills.
- Ability to manage HR teams and provide technical supervision.
- Strong communication adaptation skills to different audiences.
- Ability to draft notes and reports, identify key information, and summarize effectively.
- Experience in conducting mediation and disciplinary interviews.
- Ability to travel to field offices up to 50% of the time.
- Fluency in English and Dari/Pashto .
