MISSION

Goal/Purpose:

The HR Responsible assists the HR Coordinator with all HR related tasks and procedures. He/she supports the HR management of nationals and expatriates on the mission.

JOB

List of main activities:

HR Management of Expatriates and Nationals

  • Maintain confidentiality of HR information.
  • Assist the HR Coordinator in the implementation and respect of HR policy and procedures.
  • Ensure the collection and archiving of hard and soft documents of employees according to SI archiving policy.
  • Organize the administrative briefing for national employees for B2, B3, C1 and C2 level positions.
  • Ensure the administrative management of expatriates within the SI mission (file, visa, plane tickets...).
  • Check dates of employment contracts and inform the HR Coordinator when they are due to expire.
  • Prepare new employment contracts and contract amendments as required.
  • Inform new employees about internal regulations.
  • Support the HR Coordinator in the follow-up of Professional Evaluation, check the quality of the document and ensure all information related are recorded in Homere.
  • Assist the HR Coordinator during meetings with personnel representatives.

Payroll:

  • Prepare the monthly payroll for coordination updating all variables and ensure archiving of monthly variables.
  • Compile and verify monthly information entered by bases in Attendance sheets.
  • Verify the reimbursement of advances, medical fees and the payment of overtime.
  • Verify amounts of taxes and social charges and ensure that payment are proceeded to the organizations concerned.

Recruitment:

  • Perform CV screening of the applicants and share the longlist with the relevant hiring managers.
  • Maintain and ensure the completion of all recruitment documents in HR files.
  • Ensure that procedures for recruitment and terminating contracts are adhered to.
  • Assist the HR Coordinator in recruitment at coordination and participate in interviews with candidates when needed for B2, B3, and C1 level positions.
  • Prepare induction plans in collaboration with her/his line manager for new recruited candidates of C level positions and share it with relevant stakeholders.
  • Ensure that personnel and recruitment files are physically and digitally archived both in Homere and SharePoint as per Field HR Archiving Methodology and ensure the security of the HR documents.
  • Ensure that archives from bases are brought back to coordination on a regular basis.

HR Administration:

  • Prepare the monthly HR Reporting Pack, check and consolidate for the whole mission and send it to HR Coordinator for review and validation.
  • Update Solidarites International’s Staff List at Ministry of Economy’s portal and ensure that the list is updated on daily basis and all new changes are reflected.
  • Prepare Monthly Leave Management Report and share it with all heads of departments.
  • Ensure preparation of HR files for Audit.

Communication / Representation:

  • Represent HR in internal and external meetings in the absence of HR Coordinator.
  • Ensure that relevant HR information is published on the information board.
  • Report to the HR Coordinator any alerts concerning Solidarites International Staff and support the HR Coordinator in the social dialogue.

Team Management:

  • Assist with HR training sessions for the administrative teams.
  • Recruit, supervise, provide support and evaluate the HR Officer.
  • Provide HR support to bases in the absence of the HR Coordinator.
  • Ensure minimum staffing levels for the administrative service during periods of absence (vacation, illness...)

Job Requirements:

Education & Experience Requirements:

  • Education: Bachelor's degree in Human Resources, Business Administration, Economics, Social Science or any other related field. Master's degree or HR certifications will be a plus point.
  • Experience: At-least 2-3 years of relevant working experience in HR with international organizations, including one year as supervisory role

Technical Skills:

  • Strong theoretical and technical HR knowledge and understanding of HR processes
  • Stronge knowledge of Afghanistan Labor Law
  • Excellent skills in Payroll preparation & administration
  • Proficiency in HOMERE HR Software
  • Strong interpersonal skills, creative, proactive and must be able to work under pressure
  • Demonstrated ability to supervise, motivate, and develop HR team members
  • High level of integrity and ability to handle sensitive information discreetly.

Language Skills:

  • Strong verbal and written communication skills in English, Dari and Pashto

Computer Skills:

  • Strong command on Microsoft Office Package
