It has been working in Afghanistan since 1998 and is presently managing long-term and short-term humanitarian and development programs to the people in need in countries around the world. Our Headquarters is located in Minnetonka, MN and funded by multiple donors such as BPRM, USG, USDA and WFP. Job Descriptions:

The HR/Logistics Assistant is responsible for providing comprehensive support in both human resources and procurement functions to ensure smooth and efficient operations within the organization. This role involves managing procurement processes, including requisition clearance, bid collection, vendor coordination, asset and inventory tracking, and logistics support for field operations. On the HR side, the position supports recruitment, onboarding, personnel file management, attendance monitoring, and benefits administration. The HR/Procurement Assistant also assists with the preparation of employment agreements, orientation of new staff, and timely submission of monthly reports. as well as ensuring proper record-keeping and compliance with organizational policies. This position requires strong organizational skills, attention to detail, and the ability to multitask effectively while supporting both administrative and operational needs.

In addition, Shelter for Life adheres to safe and PSEA-sensitive human resource practices and processes throughout recruitment, contracting, and performance management to ensure the safety and well-being of both staff and beneficiaries. Job Requirements:

  • To receive proper clear approved requisition from the requisitioner (program) with full specified list.
  • Make RFB (Request for Bid) to the suppliers and obtain quotation for requested items.
  • To prepare bid summary, analysis, properly to the requisitioner after completion of asset/inventory report to the asset section, properly way bill the items before sending out to any location and obtain recipient signatures.
  • To assist supervisor for any other tasks needed to be done and assigned by the supervisor.
  • To provide accurate and properly calculated cash requirements to supervisor on time required.
  • Timely trucking the project vehicles and driver for traveling to the field.
  • preparing all the leasing agreements and assisting with the monthly reporting with the supervisor.
  • keeping records for all offices including the warehouses inventory list.
  • Trucking and managing the driver, Guards and office cleaner timescale.
  • assist in delivery of goods and services to fields.
  • timely reports for the closing out of the month.
  • Facilitates the program recruitment and hiring processes.
  • Implements recruitment and hiring policies and procedures
  • Responsible for creating recruitment work plan and managing start-up deadlines.
  • Manages human resources policies and procedures.
  • Ensuring that personnel records/files and related HR documentation is updated in a timely manner.
  • Keep record of days worked, days off worked, comp days, annual leave taken, sick days taken, etc.
  • Ensure that staff attendance register is properly maintained on a daily basis and follow up on staff not signing off and take necessary action as per rules.
  • Provide and updating employee’s ID card
  • Coordinates and supervises preparation of employment agreements.
  • Maintains file and contract management system.
  • Conduct orientation for new recruited staff.
  • Facilitates program on-boarding processes and benefits administration
  • Making Time sheets to office security guards on a monthly basis
  • Controlling of staff Attendance sheet
  • To undertake all other duties and responsibilities as assigned by the supervisor

Qualification/Requirements:

  • Bechlor Education (Economy and or Business Administration)
  •  Minimum 3 years proven/relevant work experience in the field of Finance with NGOs, or UN agencies.
  • Computer skills at the operator level, especially with MS Office packages,
  • Fluency in English, Dari and/or Pashto, both written and spoken.
  • High attention to detail, effective time management skills, strong work ethic, a willingness to learn new skills, and the ability to be a self-starter.
  • Experience in planning, reporting and budgeting.
  • Good communication skill and able to pass the massage/questions in local languages to the respondents.
  • Have good interpersonal skills and ability to work plan.
  • Supervisory, team worker, analytical, and troubleshooting skills.
  • Regional and cultural knowledge of areas of SFL field operations in Afghanistan
  • Willingness to work long hours when required
  • Ability and willingness to travel to the project sites and outside of duty station within Afghanistan and adjust to the SFL environment as frequently as required
  • Honest, proactive, well mannered, and must share values of SFL.
  • Willing to stay in field locations
  • Ready to work, live and travel in an intricate and strenuous environment
