The Liaison Office (TLO) founded in 2003 as an Afghan non-governmental organization (NGO) that emerged from a Swisspeace pilot project (supported by the Heinrich Böll Stiftung) with the aim of improving local governance, stability, and security through systematic and institutionalized engagement with customary structures, local communities, civil society groups, and government institutions. TLO is based in Kabul, with regional offices in Paktia, Khost, Paktika, Herat, Ghazni, Farah, Samangan, Balkh, Nangarhar, Maidan wardak and Baghlan and additional field offices across Afghanistan. TLO works to achieve its objectives through key program activities: research and analysis, dialogue facilitation for peacebuilding, access to justice and governance, humanitarian assistance, third party monitoring and evaluation, and environment & natural resources management.

The Liaison Office - TLO is seeking to hire a competent international candidate based on the criteria described below for the position of Finance Consultant who will be working under supervision of Director/Deputy Director and is responsible for below responsibilities base in Kabul, Afghanistan.

The Liaison Office – TLO is seeking a proactive and well experienced Finance Consultant to manage interactions with different stakeholders.

SPECIFIC ACTIVITIES

• Due Diligence in order to: conduct due diligence review of the contractors, suppliers, consultants and individuals who will potentially receive payments from TLO.
• Develop financial strategy for TLO projects to ensure the management team pursue a clear financial strategy towards financial sustainability.
• Develop reconciliation procedure strategy and ensure finance team are trained to conduct regular reconciliations.
• Represent TLO with all the audit companies to coordinate their requirements with the TLO management team and provide appropriate support to the Finance department while audit.
• Perform overall control of finance related matters of the project. 
• Developing monitoring mechanism for the local team to review internal risks.
• Redrafting risk management responsibilities to the senior management team.
• Develop the staff capacity of local team on conducting audit on quarterly bases.
• Review and verifying payments from contractors/consultants/suppliers by checking supporting documents of the payment amounts.
• Monitor the reconciliation of unliquidated balances with the fund balances as per bank statements of the advance accounts available in the banks and identification of any withdrawals or cash movements in the advance accounts of TLO bank accounts.
• Maintain a list of subcontractors/sub-consultants identified during the verification process.

Education

• Master’s degree in business administration or economy with minimum 20 years working experience.

Experience-

• At least 20 years of practical experience in Finance.
• Proven experience leading multidisciplinary teams, while working on complex, multifaceted projects in a dynamic environment.
• Strong Communication Skills of English and familiar with local languages Dari and Pashto.
• Working knowledge of Afghanistan’s rules and regulations including labor law
• Advance skills and proficiency in MS office, QuickBooks, Approval Max packages including Ms. Excel
• Strong skills in addressing complex technical, managerial or operational problems
