Job Descriptions:

Purpose of the Position:

The Technical Lead will design, refine, and oversee the technical framework of the Tele-Survey project, ensuring that survey methodologies are statistically rigorous, gender-responsive, culturally sensitive, and safeguarding-compliant. This position will lead the development and testing of data collection tools, sampling strategies, and analysis plans to ensure reliable, high-quality data that accurately captures the perspectives of Afghan women and men. The Technical Lead will also play a critical role in building the technical capacity of field teams, providing quality assurance throughout data collection and analysis, and generating robust datasets and insights that inform policy and programming.

Key Responsibilities:

  • Design and refine comprehensive, gender-sensitive survey instruments that align with the project’s objectives and UN Women’s gender equality commitments.
  • Develop statistically sound sampling methodologies that ensure representative coverage across Afghanistan’s 34 provinces, considering demographic and contextual variables.
  • Oversee the piloting of survey tools and adapt them based on feedback from enumerators, supervisors, and participants to enhance clarity, cultural appropriateness, and effectiveness.
  • Develop and implement a robust data quality assurance framework for all stages of the survey, including tool testing, enumerator training, and data validation.
  • Train enumerators, regional supervisors, and field staff on the technical aspects of data collection, safeguarding principles, and ethical research practices.
  • Develop clear operational guidelines and technical manuals to support consistent implementation across all regions.
  • Collaborate with the Data Manager to ensure seamless integration of tools with electronic data collection platforms (Kobo, ODK).
  • Lead the development of analytical frameworks for quarterly comparative analysis, ensuring data disaggregation by gender, age, displacement status, education, and other key markers.
  • Review incoming data regularly to identify and address anomalies, gaps, and quality issues promptly.
  • Support the generation of clean, analyzable datasets ready for reporting and policy analysis, ensuring compliance with UN Women’s safeguarding and data privacy standards.
  • Provide technical guidance in the preparation of high-quality analytical reports and presentations for stakeholders.
  • Develop troubleshooting protocols for field staff and provide ongoing technical support during data collection.
  • Ensure that all technical aspects of the project uphold UN Women’s safeguarding principles and the protection of participant confidentiality.
  • Document and share lessons learned and best practices in survey design and implementation for knowledge management and future programming.
  • Contribute technical inputs for donor reports, presentations, and learning products to communicate findings effectively.

Job Requirements:

Qualifications and Experience:

  • Master’s degree in Statistics, Economics, Public Health, or Social Research.
  • At least 7 years of experience designing, managing, and analyzing surveys and research in Afghanistan.
  • Expertise in survey tool design, sampling methodologies, and data quality assurance.
  • Proficient in SPSS, Stata, R, and electronic data collection platforms (ODK, Kobo).
  • Experience training enumerators and supervisors on tools and ethical data collection.
  • Familiarity with UN data quality standards and gender-disaggregated analysis.
  • Strong understanding of safeguarding in research settings.
  • Excellent English with fluency in Dari and/or Pashto.
