Job Descriptions:

Purpose of the Position:

The Data Manager ensures the secure, efficient, and high-quality management of data throughout the Tele-Survey project lifecycle. This includes overseeing the setup and management of electronic data collection platforms, daily monitoring of data uploads from field teams, implementation of robust data validation and cleaning procedures, and preparation of clean datasets for analysis and reporting. The Data Manager will ensure that all data management processes are safeguarding-compliant, protect participant confidentiality, and contribute to high-quality evidence generation to inform gender-responsive policy and programming.

Key Responsibilities:

  • Design and implement comprehensive data management protocols and SOPs that align with UN Women’s safeguarding and data privacy standards.
  • Set up and maintain electronic data collection systems (Kobo, ODK), ensuring secure, efficient functionality for field teams.
  • Monitor daily data uploads from enumerators and supervisors, ensuring timely and complete submissions.
  • Conduct systematic data validation checks to identify inconsistencies, errors, and incomplete records.
  • Perform data cleaning to produce accurate, high-quality datasets ready for analysis.
  • Maintain secure, organized backups of all datasets to prevent data loss and ensure recovery readiness.
  • Anonymize personally identifiable information in compliance with safeguarding and data protection guidelines.
  • Address data-related issues raised by field teams promptly and provide remote technical support as needed.
  • Collaborate with the Technical Lead to align data management processes with analytical frameworks and reporting requirements.
  • Generate summary reports on data collection progress and data quality for internal monitoring and external reporting.
  • Develop user guides and manuals for data management systems to support capacity building for relevant staff.
  • Facilitate troubleshooting and issue resolution in coordination with IT teams as required.
  • Enforce compliance with data storage, handling, and security procedures throughout the project.
  • Participate in project meetings to provide updates on data management and quality assurance.
  • Document and archive data management workflows for knowledge retention and audit purposes.

Job Requirements:

Qualifications and Experience:

  • Bachelor’s or Master’s in Data Science, Statistics, IT, or Computer Science.
  • 7+ years of experience managing data for research/survey projects in Afghanistan.
  • Proven skills in data validation, cleaning, and quality assurance.
  • Proficiency in electronic data collection platforms (Kobo, ODK) and advanced Excel.
  • Knowledge of data privacy, safeguarding, and secure data storage protocols.
  • Experience supporting multi-location teams in data management.
  • Good English with fluency in Dari and/or Pashto.
