Health Care and Social Development ORG-HSDO is an Afghan a Non-Political, Non-Governmental and Non-Profit organization, established to extend developmental and humanitarian assistance to the urban and rural communities of Afghanistan through implementing various projects in several provinces of Afghanistan. It has been registered in 2008 with the Ministry of Economy (MOEc) of the Government Islamic Republic of Afghanistan (GIROA) with Reg # 1239. It is also registered with Ministry of Public Health (Reg. # 1096) and in listed member with Agency Coordination Body for Relief and Development (ACBAR). Job Descriptions:

Job Purpose:

The (BPHS/EPHS) Project Manager plays a critical role in planning, coordinating, communicating, and overseeing the successful execution of project activities. They are responsible for ensuring adherence to project guidelines, timelines, and quality standards. By engaging with local partners, stakeholders, and a dedicated project team also to provide effective leadership and guidance to the project team.

Specific Responsibilities:

  • Actively participate in all the coordination and communication meetings as a representative of HSDO's  organization
  • Prepares annual projects work-plan/action-plan for the project with the departments.
  • Attempt for extension and sustainability of the projects.
  • Manage overall implementation of the work plan in the field.
  • Propose/recommend allocation of the field staff.
  • Ensures proper field staff management and coordination, identification of project, staff, and administration needs.
  • Ensure inter-departmental coordination at the provincial level.
  • Managing project budgets and resources effectively to ensure efficient delivery of services within allocated funds.
  • Stickley follows P4P targets and assists the technical team in the achievement of P4P targets.
  • Provides expert support to field and provincial office staff in the MoPH policies and standards.
  • Develops and implements appropriate office systems and procedures, supervises staff, prepares job descriptions with health manager and field staff, and provides logistical support.
  • Establishes and maintains effective channels of communication and works closely with MoPH, UN, NGOs, and internal project team participants to schedule necessary resources at the provincial level.
  • Schedules and leads HER project, TSFP, Malaria, and vertical Projects team progress and problem resolution meetings, identifies, defines, and recommends risks and risk mitigation strategies, guides/supports.
  • Ensures that all accounting and financial systems are in place, preparation of budgets and reports.
  • Assess work performance through timely supervision, monitoring, and evaluation and oversee and support a timely, efficient implementation of all local activities.
  • Ensure the on-time availability of all medicine, medical, and non-medical supplies, report the shortage to the main office and relevant organization/ department, and regularly follow up on the request.
  • Liaise with local authorities and other project stakeholders in the fields as well as develop strong relationships with other international and national organizations, UN agencies, and government officials working in health.
  • Ensure the achievement of program objectives in compliance with HER and MoPH national policy approach, focused on community mobilization and empowerment.
  • Implement continuous follow-up and exchange of information with the main office and provincial office.
  • Managing project budgets and resources effectively to ensure efficient delivery of services within allocated funds.
  • Ensure regular project reporting (monthly, quarterly, annual) promptly and in compliance with donor format and guidelines to HSDO MO office, Provinvcial Office, PPHD, and MOPH.
  • To ensure inventory of all assets and reports of health facilities.
  • Provide and establish enough visibility of the organization as well as of the implementing partners and donors' organization for better reflection.
  • Conduction of the need assessment and make a plan for the finding of need assessments (TNA, renovation, construction, equipment, upgradation etc.
  • Ensure active participation, concept notes, annual/end project reports, and HSDO's other program departments documents under the overall guidance of the executive director (Senior Management).
  • All related project managing, communicating, and activities at the provincial level.
  • Maintaining and managing communication with government and stockholders,
  • Provide response/ plan to WHO and other stakeholders monitoring findings and follow-up of the recommendation based on the provided deadline.
  • Provide a plan to MoPH monitoring findings and follow-up of the findings with related health facilities.
  • Assist the technical team HMIS team to ensure data consistency and accuracy.
  • Hold a morning startup meeting with all staff at the start of the day to discuss any recent security and other urgent information and security issues related to the tasks of the day ahead.
  • Make periodic visits to the warehouse and guesthouse to discuss security issues.
  • To potentially act as a security responsible in the case of accidents or security incidents that occur in HSDO premises.
  • Attend PPHCC and PDC meetings and represent the organization and reflect on the achievements of the project at these meetings.
  • Attend the Health cluster and other stakeholder’s monthly and emergency meetings.
  • Conduct regular weekly or biweekly meetings with PPHD and provide them with information regarding any challenges and success.
  • Call the health facilities in-charge of meetings and provide them with information of recent developments and challenges.
  • Pre-preparation for TPM visits and establish all the arrangements before their visits from the field.
  • Perform any other required project-related tasks.

Job Requirements:

Education: 

  • Master's degree in Public Health (or a related field).

Experience:

  • At least 15 years of experience in Health Programs Management, implementation and supervision of Community-based health programs.
  • Proven ability in management and supervision
  • Possess leadership, communication, and negotiation skills.

Other:

  • Efficiency, result-oriented, and excellent management capabilities.
  • Ability of problem-solving and conflict resolution.
  • Strong interpersonal and communication skills.
  • Great decision Making skills.
  • Fluency in Pashto, Dari, and English languages
  •  Computer skills: MS Office, MS Outlook, Teams.
