Afghanistan National Horticulture Development Organisation (ANHDO) is a national non-governmental, non-profit, and non-political organisation registered with the Ministry of Economy and established in April 2009. The development of ANHDO is part of the European Union (EU) and the Ministry of Agriculture, Irrigation, and Livestock's (MAIL) long-term strategy for the development of horticulture sector in Afghanistan. Since then, ANHDO has developed into an important institution for horticulture development by comparing, among other skilled and experienced Afghan professional organisations in the horticulture sector. ANHDO is operating in close coordination with the Ministry of Agriculture, Irrigation, and Livestock (MAIL) based on a separate Memorandum of Understanding (MoU). Hence, ANHDO is a cornerstone of the long-term strategy for the development of the horticulture sector in Afghanistan.

 ANHDO is currently looking for a senior finance officer for its project "Promoting resilient and equitable recovery of agriculture and livelihoods in Afghan communities (PREVALE), which is funded by FCDO.

Position Summary:

The Senior Finance Officer is responsible for ensuring sound financial planning, budgeting, reporting, and compliance for the PREVALE Project. The role supports both project-specific and organisational-level financial systems to guarantee integrity and efficiency in financial operations.
 Financial Planning and Budgeting

• Lead the development and consolidation of organisational budgets and forecasts.
• Develop and maintain financial models to support strategic planning and decision-making.
• Prepare monthly, quarterly, and annual financial reports for internal and external stakeholders.
• Conduct variance analysis and trend reviews to assess financial performance and recommend corrective actions.
• Oversee preparation of financial statements for individual entities and consolidated group reports.
• Ensure timely and accurate maintenance of accounting records in line with statutory requirements.
• Manage vendor payment processes, including internet banking and documentation verification.
• Ensure accurate tax calculations, timely filings, and adherence to legal and statutory requirements.
• Ensure compliance with local and international accounting standards, regulatory requirements, and donor rules.
• Strengthen internal controls, verify documentation, and review authorisation processes before payment execution.
• Coordinate with auditors and facilitate external/internal audits.
• Monitor and manage daily cash flows and liquidity positions.
• Liaise with local and international banks to ensure effective banking operations and optimise cash management.
• Lead implementation and enhancement of accounting systems to support accurate bookkeeping and financial operations.
• Develop, implement, and monitor finance, procurement, and liquidity policies.
• Supervise and mentor finance staff to enhance departmental capacity and performance.
• Support the development and regular revision of the PREVALE project budget in coordination with the programme and grants teams.
• Monitor budget vs. actual expenditures and advise programme teams on financial performance and adjustments.
• Ensure proper cost allocations and tracking of shared costs in accordance with donor guidelines.
• Filling and payment of Monthly Salary taxes, Rental Taxes and Contractual taxes to the related Government Dept for tax clearance purposes.
• Filing of semi-annual “6-month reports” to the Ministry of Economy (MoEc).

Accounting and Transactions

• Oversee the day-to-day financial transactions of the PREVALE Project to ensure accuracy and completeness.
• Review and approve project-related payments, expense reports, and procurement transactions.
• Ensure timely and accurate posting of transactions in the accounting system under the correct project codes.

Reporting and Compliance

• Prepare monthly, quarterly, and donor-specific financial reports for the PREVALE Project.
• Ensure compliance with donor financial regulations and organisational financial policies.
• Support internal and external audits by providing complete and accurate documentation.

Capacity Building and Oversight

• Support field and project staff in understanding financial policies, procedures, and donor requirements.
• Mentor and supervise finance assistants or accountants working on the PREVALE Project.
• Conduct regular financial reviews and training sessions with provincial/project teams.

Coordination and Communication

• Work closely with programme teams, procurement, and admin units to ensure efficient and compliant financial operations.
• Represent the finance department in project coordination meetings and planning sessions related to PREVALE.

• Bachelor’s degree in finance, accounting, business administration, or a related field. A master’s degree or CPA/ACCA certification is an asset.
• At least 3-5 years of progressive experience in financial management, including work on donor-funded projects.
• Strong knowledge of financial compliance for donors such as FCDO, USAID, the EU, the UN, or similar.
• Proficiency in accounting software (e.g., QuickBooks) and Microsoft Excel.
• Excellent attention to detail and analytical skills.
• Strong communication and organisational abilities.
• Fluency in English and Dari and/or Pashto is required.
