Provincial Coordinator

 

Terms of Reference (ToR) for the position of Provincial Coordinator based in Herat, for AEHDA’s Health, WASH, and Protection project.

Terms of Reference (ToR)

Position Title: Provincial Coordinator
Project Title: Health, WASH, and Protection Interventions
Duty Station: Herat Province (Provincial Office)
Duration: 1 year (extendable up to 3 years based on performance and funding)
Probation Period: 3 months
Reporting to: Project Manager / Program Director

1. Background

AEHDA is implementing an integrated multi-sectoral project in Herat Province targeting underserved districts with essential Health, WASH, and Protection services. The Provincial Coordinator will ensure smooth coordination and oversight of project implementation at the provincial level, ensuring alignment with national strategies and donor expectations.

2. Purpose of the Position

The Provincial Coordinator is responsible for leading, coordinating, supervising, and representing AEHDA at the provincial level. S/he ensures high-quality implementation of activities, timely reporting, staff management, and effective stakeholder engagement.

3. Key Responsibilities

  • Provide overall leadership and coordination of AEHDA operations in Herat province.
  • Oversee daily implementation of Health, WASH, and Protection activities in targeted districts.
  • Supervise provincial field teams, ensuring effective planning, logistics, and accountability.
  • Liaise with local authorities, MoPH, DoPH, WASH Cluster, GBV sub-cluster, and community leaders.
  • Monitor program progress against work plans, targets, and budgets.
  • Review and compile provincial-level reports for submission to HQ and donors.
  • Ensure timely data sharing with M&E and data teams for analysis and reporting.
  • Participate in provincial coordination meetings and represent AEHDA professionally.
  • Ensure compliance with AEHDA and donor guidelines, including safeguarding and PSEA policies.
  • Provide regular feedback and recommendations for improving project quality and impact.

4. Qualifications

  • Bachelor's degree in Public Health, Development Studies, Management, or related fields (Master’s preferred).
  • Minimum of 5 years’ experience in humanitarian or development program management, preferably in Health, WASH, or Protection sectors.
  • Proven experience managing multidisciplinary teams at field or provincial levels.
  • Strong coordination, representation, and negotiation skills.
  • Familiarity with donor regulations, MoPH systems, and community structures.
  • Excellent written and verbal communication skills in Dari, Pashto, and English.

6. Reporting Line

The Provincial Coordinator reports directly to the Project Manager and works closely with the M&E Officer, Sector Specialists, Logistics, and HR.

7. PSEA (Protection from Sexual Exploitation and Abuse)

AEHDA upholds a zero-tolerance policy for sexual exploitation, abuse, or harassment. The Provincial Coordinator is expected to uphold the highest ethical standards, comply with AEHDA’s safeguarding and PSEA policies, and ensure staff compliance.

8. Security and Travel

  • The position is based in Herat but may require regular field visits to Adraskan, Gulran, and Koshk-e-Robath Sangi districts.
  • The coordinator must comply with AEHDA’s security protocols and risk mitigation strategies.

9. Interdiction Clause

  • Any violation of AEHDA’s internal policies, misuse of funds, negligence in duties, or breach of contract may lead to disciplinary measures, including immediate termination of employment
