About Ministry of Water and Energy:

In accordance with the Decree of the presidential office of Afghanistan in view of national politics and strategy of the country during 1383, the Ministry of Water and Energy (MWE) has been established from two existing ministries: Ministries of Energy, Water Resources and Environment.

The Government of Afghanistan has identified the rehabilitation and expansion of the country's physical infrastructure as one of its highest priorities for the reconstruction and development of Afghanistan. As part of the basic economic infrastructure of the country, the Energy and Water sector occupies special prominence in the Government's development plans. Several major power sector projects, funded by the National Development Budget and by international financial institutions and donors, are presently under implementation and planning under the general oversight of the Ministry of Water and Energy (MWE).

Given the technical complexity of the Energy and Water sector and the particular demands posed by the coordination of the projects that are being funded by various sources, the MWE assists its administration that will be based in Kabul and will reinforce MWE in its internal and external activities and projects smoothness and speediness in fulfilling its obligations for energy and water sector development.

Job Descriptions:

Job Summary: The Technical Survey Specialist will be required to provide technical survey data from sites, performed technical survey for MHP, transmission line, substation, distribution network and dam site. provide training to assist the MEW staff in term of Transmission, Substation, Distribution network and MHP and assist for Prepare technical Specifications and design drawings for the Projects in Afghanistan.

Duties and responsibilities:

  • Fully conversant in modern Techniques of Survey i.e., GIS, DGPS, GPS, Total Station, Auto Level and other survey tools of transmission lines and distribution network for the most Feasible Route (Route alignment survey, Preliminary Walk over survey, Detailed survey, check survey); has the capability to Prepare transmission line and distribution network profile with all the necessary details.
  • Conduct topographical and geodetic surveys for transmission lines, substations, distribution network, MHPs, and dam sites.
  • Process and analyze survey data using software such as Civil 3D, GIS (ArcGIS/QGIS), and AutoCAD.
  • Prepare base maps, profiles, cross-sections, and layout plans as per project requirements.
  • Full knowledge of conductor stringing techniques.
  •  Assists with design engineers in planning and alignment of infrastructure based on survey data.
  • Verify and validate coordinates, elevation, and alignment in the field during pre-construction and construction phases.
  • Assists EECSD in researching county records; locates and establishes county’s electrical nation grid right-of-way, control points, land claims, and property lines.
  • Assists on drafting projects, maps; makes tracing of survey and donation land claim plats; plots property lines and section lines.
  • Ensure data accuracy, completeness, and consistency with project standards and formats
  • Coordinate with project teams, contractors, and consultants during survey activities
  • Prepare survey reports, maps, and documentation for submission and archiving
  • Assists for Preparation the technical specifications for Bid Documents for Projects pertaining to transmission lines and distribution network.
  • Capable of developing Data Base Bank required for designing & working out MHP, transmission line and distribution network cost estimates.
  • Shall be responsible for coaching & mentoring a team of Engineers and imparting necessary training & skills to them in designing Projects pertaining to Transmission Lines. With fully qualified and trained counterparts; this shall be the most important component of the TOR.
  • Provide technical assistance/advice on technical issues referred to by the MEW occasionally.
  • Carrying out additional duties assigned by competent authorities.
  • Provide technical and institutional advice for performance improvement.
  • Submission of required reports.

Job Requirements:

Required Skills and Experience:

  • Having at least a bachelor's degree in Civil engineering or Geodesy or other related fields from national and international educational institutions inside or outside the country.
  • Having at least 5 years of relevant work experience for a bachelor's degree, 3 years of work experience for a master's degree in the country or abroad.
  • Proficient in using DGPS, GPS, Total Station, Auto Level, and other modern survey instruments.
  • Strong command of GIS software (ArcGIS, QGIS) and Civil 3D.
  • Good knowledge of coordinate systems, particularly UTM Zone 42N, datum conversions, and map projections.
  • Fluent in the country's official languages (Pashto, Dari) and English.
  • Computer skills in job related applications.
