Afghan Family Guidance Association (AFGA) is an Afghan non-governmental, not-for-profit and non-political organization established in 1968. AFGA has been working in the field of Reproductive health and Rights since its inception and has recently become an associate member of the International Planned Parenthood Federation (IPPF).

AFGA activities were suspended due to war and conflict in the country for ten years (1992-2002) and resumed its activities in 2002 with financial support from International Planned Parenthood Federation (IPPF).

IPPF is an alliance of 151 family planning associations known as Member Associations which has projects in over 180 countries. IPPF continues to be the largest civil society provider of reproductive health information and services in the world

Job Descriptions:

Job Summary:

AFGA is seeking for qualified health project officer, under direct supervision of the Quality RH and MNH service provision Project Manager, the health project officer will be responsible for providing support in the implementation the project in targeted provinces and health facilities. The role of the health project officer will include but not limited to regular supportive supervision of the project, working on project technical staff capacity building, data collection and report writing for internal purposes and record keeping, and other assigned tasks.

Specific Responsibilities:

  • Regular supervision of the project activities and supporting staff for quality improvement of the project services in relative health facility types (FFHs, MHTs, Static clinics).
  • Consistent working on ongoing service quality improvement as per project donor and country health system standards.
  • Provide technical, logistical, and institutional support to project assistants at the provincial level and monitor their ongoing activities.
  • Closely follow the implementation of project activities and indicators listed in the project proposal and logical framework.
  • support the implementation of the capacity-building plans in coordination with the project manager and project assistant(s).
  • Supports the preparation and delivery of process training modules and curricula.
  • Provides work planning, needs assessment, training plan development, conducting and facilitating training sessions.
  • Assess the field staff's (midwives, counselors) skills, performance, and productivity, to identify areas of improvement.
  • Effectively communicate with management, and work with program teams to address learning issues, problem solutions, or new educational needs regarding specific employees or departments.
  • To be in close contact with field teams, and support them towards institutions and stakeholders.
  • Closely follow the commodities supply of FHHs, FWC, and COMs, make sure the medicine is used properly, there is no shortage and neither expiration of medicine is reported.
  • Closely follow monthly clearance of the field teams with the finance department. 
  • Collect monthly reports from relevant project assistants, and analyze and compile them.
  • Work on preparing monthly reports of the whole project and its narrative.
  • In coordination with the project manager attend project-related meetings and webinars, present the project and AFGA.  
  • Any other jobs as requested by the line manager.

Job Requirements:

  • Having a Bachelor's Degree in the Medical field from a recognized medical university and passing exit exams if applicable.
  • Over 5 years of work experience with INGOs / NGOs in the field of project management particularly health projects with a focus on Reproductive health services.
  • Should have working experience both in hospitals and NGOs
  • Excellent communication skills and ability to solve problems
  • Having skills and the ability to work in a team, team working knowledge, and capacity.
  • Ability to work in complex contexts and large-size projects/activities
  • Able to communicate very well in Pashto and Dari
  • Good professional grasp of written and spoken English language
  • Able to use computer software such as MS Word, Excel, and the internet
  • Priority will be given to the qualified female candidates.
