Job Descriptions:

Position Summary:

The Project Manager will oversee all aspects of the AHF project, ensuring high-quality implementation, coordination with stakeholders, and compliance with donor and national health guidelines. This includes overseeing health and nutrition service delivery, supervising field teams, coordinating with MoPH and PPHD, and contributing to reporting, monitoring, and learning. The role is responsible for ensuring delivery is gender- and disability-inclusive and in line with AHF and BPHS standards.

Program Implementation Oversight

  • Lead day-to-day operations of four BHCs in line with the project workplan and BPHS standards.
  • Ensure quality service delivery in primary health care, and all BPHS components (maternal and new born health, child health and immunization, nutrition, control of communicable diseases, mental health, disability and provision of essential drug), MHPSS, and GBV response.
  • Supervise field-based staff and ensure high quality services are provided and timely procurement, HR, and logistics support.
  • Prepare budget projections and regularly review budget reports; make any needed changes with support of DOP.
  • Active participation to PHCC and PDC meetings and present RI achievement from the project.
  • In coordination with Kabul Logistics Manager, prepare procurement plan for the project;
  • Prepare and manage all project activities and make sure the activities meet project’s objectives
  • Ensure HFs data entry is accurate in reporting system DHIS2, NND and donor platform.
  • Well present project with sharing good and high-quality success stories and photos.
  • Responsible for collecting information and data from the field, compiling narrative reports for preparing and submitting Inception, Interim, and end-of-project reports, and contributing to financial reports, both internal (weekly updates, monthly progress) and external (baseline, interim report, final report) as needed.
  • Close the grant/project and complete hand over process at the end of the project and receive signed document and share with Grant.
  • Receive Completion letter of the project from PPHD and provincial economic directorate and share the singed document with Grant.
  • Monitor the implementation timeline, budget utilization, and reporting deadlines.

Coordination and Stakeholder Engagement

  • Liaise with PPHD, MoPH, HER partners (e.g., AKHS), and the Health/Nutrition Clusters.
  • Ensure coordination remains strictly at strategic level in line with RI's humanitarian mandate.
  • Participate in cluster coordination forums and district-level planning meetings.

Monitoring, Reporting, and Compliance

  • Support MEAL in data collection and CFRM implementation.
  • Ensure proper documentation, medical records, inventory, and reporting compliance.
  • Prepare weekly, monthly, and quarterly reports for internal and donor submission (On GMS).

Team Management and Capacity Building

  • Lead recruitment, training, and performance appraisal of the field team.
  • Support technical staff on capacity development in BPHS protocols, RCCE, PSEA, and AAP.
  • Foster a positive, inclusive, and accountable team culture.

Behaviour and Conduct

  • Ensure team and stakeholder safety and dignity.

Encourage communities and staff to use CFRM and PSEA channels.

Job Requirements:

  • Bachelor’s degree in public health, medicine, or a related field (Master’s preferred).
  • At least 5 years’ experience managing health or humanitarian projects.
  • Experience in BPHS/CBHC implementation in Afghanistan.
  • Strong budget, planning, and reporting experience.
  • Excellent coordination and stakeholder engagement skills.
  • Fluency in English and either Dari or Pashto.

Desirable Criteria

  • Prior experience with AHF, UNICEF, or WHO-funded projects.
  • Experience in gender-sensitive and disability-inclusive programming.
  • Knowledge of humanitarian access protocols in Kabul Province.
