Job Descriptions:

IT Responsibilities: 

  • Oversee the entire IT operation, including the design and implementation of all IT strategies and infrastructure.
  • Lead and mentor IT staff; identify and fill capacity gaps through hiring and training new employees.
  • Evaluate IT operations against Company goals and analyze business needs for procurement and implementation of IT systems, equipment, and software.
  • Design, develop, and manage the Company’s network security policy, including access control and cybersecurity threats; identify, eliminate, and monitor security risks as required.
  • Leverage predictive network analytics to provide future-proof network investment plans that maximize returns.
  • Manage the Company’s private and public cloud service for internal and external customers.
  • Build and maintain relationships with external vendors.
  • Prepare all progress and budget reporting for senior management.
  • IT point of contact for all cross-departmental communication.

 

IP Responsibilities: 

  • Design IP-network architecture from HLD to LLD; manage all Company IP assets and routing.
  • Plan, design, and deploy internal and external customer circuits.
  • Ensure interoperability of multiple IP technologies with Company mobility operation.
  • Manage and enhance the Company’s L2/L3 architecture.
  • Monitor, maintain, and review Company firewalls.
  • Manage IP staff to support 24/7, 365 operations, and achieve QoS KPIs for IP network.
  • Manage the Company’s technical and security requirements for sites and routers nationwide and work with the procurement team on technical, functional, and operational requirements.
  • Develop spare part management strategy for all IP equipment.
  • Evaluate IP network performance and optimize design according to traffic development.
  • Prepare and deploy acceptance test procedures for fiber and related components.
  • Align fiber design with network domains including transmission, IP, and access for resilience.
  • Conceptualize and design fiber architectures to optimize and align with Company resources.
  • Identify engineering risks and develop and implement required solutions.
  • Prepare annual capex budget based on related technical management and traffic forecasts.

 

RAFM Responsibilities: 

  • Oversee telecom revenue assurance strategy and operations, including management and implementation of all advanced data analytics and root cause analysis.
  • Utilize data analytics to identify issues (revenue/cost leakages) as they arise and propose immediate solutions.
  • Design and develop predictive models using artificial intelligence (AI) principles to help combat fraud, and work with the RA Design Authority Manager to automate these models.
  • Identify needs and design new dashboards and/or improve the existing dashboards in collaboration with the RA Operations Manager and the Design Authority Manager.
  • Prepare monthly management reports, annual RAFM controls, and maturity assessments.

Job Requirements:

  • Experienced CIO with at least 15 years experience in IT transformation, strategic product management, and building ecosystem-based solutions.
  • Strong expertise in enterprise network operations, including HW/SW lifecycle management, operational monitoring, capacity management, redundancy solutions, and IT automation.
  • Proven track record of delivering on challenging targets in relevant technology area(s) and passion for driving industry change.
  • An ambitious self-starter with an entrepreneurial spirit and the ability to think strategically.
  • Strong interpersonal skills in a consultative environment to build and maintain longstanding relationships.
  • Experience with building, motivating, and inspiring teams while simultaneously navigating competing priorities and personalities.
  • Excellent communicator with superiors, peers, and subordinates with the ability to manage up and down as required.
  • High level of familiarity with IT infrastructure and challenges in Asia.
  • Management-level experience of telecom transformation is essential.
  • At least 10 years’ experience in data network design, parameter settings of routers, and optimizing the design of IP networks.
  • Extensive understanding of IP service implementation in carrier networks using IP-VPN, and EVPN.
  • High level of familiarity with protocols including BGP, MPLS, ISIS OSPF, IP-Sec, SNMP, IGMP, and VTP.
  • Solid understanding of the router market and the capability of different router suppliers.
  • Sound knowledge and experience with Network Function Virtualization (NFV) Software Defined Networking (SDN) and SDWAN.
  • High level of familiarity with telecommunications, SyncE, PTP, (D)WDM, and fiber optics.
  • Mobile core and RAN experience are considered a plus.
  • Significant network engineering experience, specifically with Juniper, Dell Fabric, Cisco routing and switching.
  • Excellent understanding of access network planning and FTTx network structures.
  • Ability to convert abstract information to concrete proposals matching Access Networks Solutions (ANS).
  • Juniper and Ciena certifications are mandatory.
  • Hands-on experience with Juniper, Huawei, Ciena CLI, and Palo Alto Next Generation Firewalls is essential.
  • Strong expertise in cloud networking technologies (AWS/AZURE), including management and integration into enterprise networks, creating, and maintaining cloud express routes, cloud direct connections, cloud application gateways, and cloud network interfaces.
  • At least 8 years of experience in a complex, technology-oriented industry.
  • Extensive experience in handling SIMbox fraud and IRSF with AI-powered fraud detections.
  • At least 5 years of RAFM operational and domain experience is essential.
  • Deep understanding of risk management and auditing principles.
  • Extensive international telecom systems, architecture, and technology experience.
  • Sound international and local telecom legal and regulatory knowledge and understanding.
  • Proven track record of people management in a high-pressure environment.
