HealthNet TPO is a Netherlands based not for profit, non-governmental organization founded on the principle that access to affordable quality health care is a basic human right. HealthNet TPO works with interdisciplinary professionals to develop and implement innovative, culturally appropriate, evidence based public health interventions with a focus on: innovative development of health systems, mental health and psychosocial care, long and short term training of health workers, control of communicable diseases (including malaria), and health financing schemes. HealthNet TPO offers ground-breaking and unconventional solutions that foster self-reliance and promote sustainable health care that is accessible to all.

 HealthNet TPO in Afghanistan aims to improve the health status of the people in Afghanistan by supporting the local communities and the Government of Afghanistan in the development of a sustainable health care system.  HealthNet TPO is working in Afghanistan since 1994, implementing integrated health projects managed mainly by national staff and supported technically by expatriate staff from the headquarter office. HealthNet TPO Afghanistan is providing Primary Health Care, Mental Health and psychosocial services, fighting malaria and supporting Mother & Child Health Care in terms of providing training for Community Midwifes and to conduct operation research. Health Net TPO is currently implementing projects in 22 provinces and the major program it implements are Malaria Control program,SEHATMANDI projects in four provinces, nutrition,  Mental Health and Psychosocial program through a community system strengthening approach.

HealthNet TPO has a zero tolerance toward sexual exploitation and abuse and child abuse. HNITPO takes seriously all concerns and complaints about sexual exploitation and abuse and child abuse involving HNITPO employees and Related Personnel.

Job Description

  • Maintain existing financial systems including petty cash, expenses, records, process all payments through Cash flow and monthly bank reconciliation
  • Ensuring on time submission of the monthly and weekly PBKs
  • Checking  and Reconciliation of Support Documents with PBK
  • Reconciliation of Bank statements with PBK
  • Reconciliation of Cash Count
  • Reconciliation of Payroll with PBK
  • Reconciliation of Tax Documents with PBK and Payroll
  • To maintain proper filing of vouchers and backup documents and safe storage of cheque books and banking documents.
  • To make payments, ensuring that compliance with HealthNet TPO and donor rules and regulations.
  • To make fund requests to HealthNet TPO Kabul office monthly and as needed.
  • To prepare salary sheets of Khost project staff
  • To arrange deposits of salaries, taxes and other employment related liabilities.
  • To ensure timely deposit of taxes
  • Monitor and prepare monthly accounts and Financial Reports as required by Donor, internal management and Government agencies.
  • Maintain all accounting transactions, cash book ,Provincial Book Keeping(PBK), Ledger and bank book and close collaboration of Provincial In-charge
  • Assist the Provincial In-charge maintaining project and finance controlling tool.
  • Overall management of the procurement, logistics, HR and other administrative work
  • Organize, maintain and tidy the office area and equipment
  • Be proactive in finding more efficient ways of working through use of new tools or procedures
  • Make sure office maintenance, repairing, and cleaning on regular bases.
  • Maintain administration department filing system and incoming/outgoing correspondence record keeping.
  • To closely supervise office cleaners, guards and drivers and prepare their service schedule.
  • To manage the leave records of office staff
  • To maintain personal files and keep up to date.
  • To ensure office communication system.
  • To procure goods and services, ensuring compliance with HealthNet TPO and donor rules and regulations.
  • To maintain proper inventory records of goods and equipment owned by HealthNet TPO and ensure that relevant control systems are in place and complied with.
  • To support/oversee logistic arrangements for project activities and travel
  • Ensure that accurate job descriptions are in place
  • Provide advice and assistance when conducting staff performance evaluations
  • Organize staff training sessions, workshops and activities
  • Monitor daily attendance of staff.
  • Prepare and post jobs at provincial level
  • Screen candidates resumes and job applications
  • Conduct interviews using HealthNet TPO interview tools
  • Monitor and apply HR recruiting best practices
  • To control and supervise all office expenses. 

Job Requirements

  • Bachelor degree in Business administration/ Economics other related fields.
  • Two  years of working experience on Admin/Finance
  • To be fluent in writing and speaking Pashto, Dari and English languages.
  • Excellent computer skills and experience using spreadsheet, and other software tools, such as Microsoft Word, Excel and Access.
  • Ability to work as a member of team
  • To be flexible, having positive attitude and the ability to work under pressure.
