Lead Power Engineer - Telecom Sites

Honest Public Ltd (HPL) is an Afghan company delivering technical, operations and support services to telecom operators and international organisations across Afghanistan.

HPL is building a talent pool for a nationwide telecom network operation and maintenance (O&M) managed-services project. The Lead Power Engineer will head the team that maintains power systems at telecom sites: diesel generators (DG), solar, hybrid, supercapacitor and battery systems, rectifiers, automatic transfer switches (ATS) and grid (city power) connections.

Key responsibilities

• Lead the power team, providing technical direction and second-line support to regional engineers and field technicians.
• Set maintenance standards for DG sets, solar PV, hybrid and supercapacitor systems, rectifiers, batteries, ATS and grid connections.
• Control generator running hours, fuel consumption and consumables, and keep solar, hybrid and battery systems in service to reduce diesel use.
• Oversee battery backup testing and plan battery replacements.
• Investigate recurring power faults and power-related outages, and drive corrective action.
• Take part in installing and commissioning new power technologies, and carry out power acceptance tests.
• Prepare power, fuel and energy reports for management and the client.

Working conditions

Based at the Kabul head office, with frequent travel to sites in all regions. Must be available for critical power escalations outside office hours.

• Bachelor's degree in Electrical or Power Engineering.
• At least 5 years of telecom site-power O&M with a mobile operator, tower company or O&M contractor.
• Hands-on expertise in solar PV (charge controllers, inverters), supercapacitor and hybrid power systems, -48 V DC rectifiers and automatic transfer switches.
• Strong knowledge of DG sets and controllers (e.g. Perkins engines; DSE or ComAp controllers), running-hour and consumables management, and VRLA and deep-cycle batteries.
• Experience with grid (city power) connections, including transformers, MV/LV switchgear and stabilisers, and sound LV and HV electrical safety practice.
• Good written English for technical reports; fluent Dari and/or Pashto.

Eligibility

Current employees of HPL's client operators, and serving public officials or employees of state-owned companies (including the national power utility), are not eligible for this pool. Joining the talent pool is not an offer of employment.
