Job Description

1.     GENERAL RESPOSEBILIITIES:

The Hospital Director is responsible for the overall planning, organization, staffing, leadership, and control of EPHS activities. The position oversees the implementation of the project work plan and training plan, supervision and monitoring of project activities, and coordination and communication with PPHD and other stakeholders. The Hospital Director ensures compliance with HER-AF2 contract requirements and OPHA policies, follows up on staff performance and appraisals, conducts data analysis, identifies and addresses gaps in service delivery, and ensures timely and accurate EPHS reporting.

2.     SPECIFIC RESPONSIBILITIES:

  1. Technical:

2.1.           Ensure duly and smooth implementation of the project work plan and training plan.

2.2.          Track project targets and outcome indicators on monthly base and make sure its proper achievements;

2.3.           Ensure proper diagnosis and treatment procedures as specified in EPHS in PH of Logar.

2.4.           Lead and provide technical support to the project technical staff in their routine activities;

2.5.          Coordinate, delegate and oversee responsibilities of project staff within the EPHS program to ensure achievement of objectives

2.6.          Distribution of workload among the staff in line with the project work plan priority areas

2.7.             Ensure overall management of administrative and support services like X-Ray, Ultra-sound, ECG, Lab services, Blood bank, mortuary, laundry and provision of food for patients as per EPHS-2005.  

2.8.           Ensure that supervision and monitoring are taking place in the hospital by project staff.

2.9.          Participate in problem solving activities of the project at field level and in case the hospital faces any challenge or problem then get advice of his line manager;

2.10.       Ensure that the project monthly, quarterly, semiannual and end of project reports and financial reports are presenting to line manager and authorized channel for further review and processing;

2.11.       Supervise and support team members in the development of their yearly objectives, action plan, supportive supervision & monitoring plan and make sure each ward of the hospital is supervised one or two times in a month at least;

2.12.       Ensure that performance appraisals and trainings needs assessments of the staff are conducted and that appropriate skills and knowledge transfer activities are occurring;

2.13.       Make sure that all the technical staff have updated job descriptions based on their job title and arranging their daily activities accordingly;

2.14.       Make sure all hospital wards are active and maintaining to provide health care services to the population in a standard quality;

2.15.       Make sure the quality of services delivery including Infection preventions and waste management system, the hospital director is expected to lead the application of standard based management (SBM) throughout the cycle from planning, and implementation to evaluation at the PH level;

2.16.         Support the project key staff (MD, ND, and AFO) to effectively lead, coach, and mentor the Hospital technical team;

2.17.         Make sure that there are annual supportive supervision and monitoring plan broken down to monthly and weekly for the project technical staff and ensure its application;

2.18.       Make sure, from the effectiveness/quality of supervision performing from all wards of the Hospital.

2.19.       Follow to address the challenges, findings and constrains at the result of the monitoring from PH wards and make sure its achievements before next sessions;

2.20.       Proper follow up of the external monitoring conducting by PPHD, GCMU/MoPH, 3rd party and others;

  1. Operational (Finance, HR, Admin and Logistic) responsibilities:

2.21.       Lead and provide technical support to the project operational staff in their routine activities;

2.22.       Ensure about accuracy of project financial report and all transactions are based on OPHA financial policy;

2.23.       Act according to the policies of OPHA and make sure their constant application at field level for all the staff;

2.24.       Ensure that the organization’s human resource and other policies, guidelines and procedures are implemented appropriately throughout the project;

2.25.       Ensure the project implementation is in compliance with the organization, MOPH and donor requirements;

2.26.       Follow to set a standard performance for tech staff based on their job description and make sure to evaluate them for the set objectives within the set timeline;

2.27.       Ensure timely provision of medical and non-medical supply to all wards of Hospital.

  1. Coordination related Responsibilities:

2.28.       Regular attendance in PHCC meetings.

2.29.       Regular attendance and organizing of Hospital board meetings.

2.30.       Ensure participation of PH key staff in all task force and coordination meetings.

2.31.       Regular participation in EPR committee meetings.

2.32.       Regular participation in BPHS/EPHS coordination meetings in Kabul.

2.33.       Participation in quarterly and annual review workshops.

2.34.       Advocate for the organization and work for its excellent reputation among stakeholders, investors and beneficiaries;

2.35.       Support the project management team in strengthening coordination with PPHD, BPHS, and other stakeholders at provincial level;

2.36.       OTHER TASKS GIVING BY HIS/HER LINE MANAGER BASED ON THE NEED.

HIERARCHY REFERENCE:

  1. Being responsible and reportable toward project manager and higher authorities at HQ;
  2. Supervising directly all hospital key staff (Medical Director, Nursing Director and Admin Finance Officer) and all other subordinates;
  3. Working in close coordination with PO & HQ.

Job Requirements

  • Master's degree in public health (or a related field) and 5 years of experience managing health services delivery (or a bachelor’s degree in Medical and 10 years of experience).
  • At least 5 year working experience in managing health services delivery for MPH degree and 10 years’ experience for bachelor’s degree
  • Post graduate degree in hospital management is preferred.

  • Strong interpersonal, communication, and presentation skills to effectively engage with stakeholders, clients, and team members.

  • In-depth knowledge and experience in BPHS/EPHS or other related health projects implementation.
  • Proficiency in national languages (Pashto/Dari) and English, both written and spoken.
  • Strong computer skills, including proficiency in Microsoft Office (Word, Excel, PowerPoint) and relevant project management tools.
  • Excellent strategic planning, problem-solving, and decision-making skills.
  • Ability to develop high-quality reports and ensure timely submission to relevant authorities.
  • Knowledge of budget management and financial oversight to ensure cost-effective project implementation.
  • Strong analytical and critical-thinking skills to assess project progress and address challenges proactively.
  • Demonstrated ability to work under pressure and manage multiple tasks efficiently.
