Job Description

Position Summary

The Reproductive Health (RH) Officer is responsible for providing technical support, coordination, supervision, and monitoring of reproductive, maternal, newborn, and adolescent health (RMN/AH) activities. The position ensures that RH services are delivered according to national Ministry of Public Health guidelines, organizational policies, project requirements, and accepted quality standards.

The RH Officer works closely with health facility staff, community health workers, government health authorities, project teams, and other stakeholders to improve access to and quality of reproductive health services.

 Key Responsibilities

A. Technical Support

  • Provide technical guidance to health facilities and RH service providers.
  • Support the implementation of comprehensive reproductive health services.
  • Ensure quality ANC, PNC, family planning, safe delivery, and other RH services.
  • Support integration of RH services with maternal, newborn, adolescent, and primary healthcare services.
  • Ensure compliance with national RH guidelines, protocols, and standards.
  • Provide technical support for adolescent and youth-friendly RH services where applicable.
  • Promote respectful, confidential, and client-centered RH services.

B. Program Implementation

  • Participate in planning and implementation of RH project activities.
  • Develop activity plans and contribute to project work plans.
  • Coordinate RH activities with relevant program and health teams.
  • Support the implementation of community-based RH interventions.
  • Identify service delivery gaps and recommend appropriate corrective actions.
  • Ensure project activities are implemented according to approved plans, budgets, and timelines.

C. Supervision and Monitoring

  • Conduct regular supportive supervision visits to health facilities.
  • Monitor the quality and utilization of RH services.
  • Review registers, records, reports, and RH indicators.
  • Identify gaps in service delivery, staffing, supplies, and equipment.
  • Prepare supervision reports and follow up on agreed action points.
  • Monitor the availability and proper use of RH commodities and supplies.
  • Support facilities in improving data quality and reporting.

D. Capacity Building

  • Assess training and capacity-building needs of RH service providers.
  • Organize and facilitate technical training, coaching, and mentoring.
  • Provide on-the-job training and supportive supervision.
  • Develop or adapt training materials in coordination with the technical team.
  • Promote continuous professional development among health workers.

E. Data Management and Reporting

  • Ensure accurate, complete, and timely collection of RH data.
  • Review and analyze RH service statistics and performance indicators.
  • Support health facilities in maintaining accurate RH records.
  • Prepare regular RH activity and progress reports.
  • Contribute to donor and project reports.
  • Use data to identify trends, challenges, and areas for improvement.

F. Coordination and Stakeholder Engagement

  • Coordinate with the Ministry of Public Health, Provincial Public Health Directorate, and other relevant authorities.
  • Maintain effective coordination with health facility management and staff.
  • Participate in RH technical working groups and coordination meetings where required.
  • Coordinate with UN agencies, NGOs, and other implementing partners as appropriate.
  • Represent the organization professionally in relevant RH meetings and forums.

G. Quality Assurance and Compliance

  • Promote adherence to clinical and RH quality standards.
  • Support implementation of quality improvement initiatives.
  • Ensure confidentiality and privacy of RH clients.
  • Promote gender-sensitive and rights-based RH services.
  • Ensure compliance with organizational safeguarding, PSEA, child protection, and code of conduct policies.
  • Report any serious concerns or incidents through established organizational mechanisms.

Key Deliverables

  • Monthly and quarterly RH activity reports.
  • Facility supervision and monitoring reports.
  • RH capacity-building and training reports.
  • Updated RH activity plans.
  • Quality improvement action plans.
  • Accurate RH program data and indicators.
  • Regular analysis of RH performance and service utilization.
  • Follow-up reports on identified gaps and corrective actions.

Job Requirements

Education:

  • Bachelor’s degree in Midwifery, Nursing, Public Health, Reproductive Health, MD.

Experience:

  • Minimum 3–5 years of relevant professional experience in reproductive health, maternal and newborn health, or public health programs.
  • Experience working with NGOs, UN agencies, or donor-funded health projects is preferred.
  • Experience in Afghanistan’s health system and coordination with government health authorities is an advantage.
  • Experience in training, supervision, monitoring, and reporting is highly desirable.

Reporting Relationship

The RH Officer will report directly to the Hospital Director and will work closely with the Program, M&E, Pharmacy/Supply Chain, Finance, HR, and other relevant departments.

Other Duties

The RH Officer may be assigned other reasonable duties and responsibilities by the supervisor or management that are consistent with the position's role and organizational objectives.

PESA

PESA is a system or approach designed to improve security management, accountability, and operational efficiency within organizations—particularly NGOs and health or community programs.

Safeguarding Information means protecting people—especially children and vulnerable adults—from harm, abuse, neglect, and exploitation. It is commonly used in organizations like NGOs, schools, hospitals, and community programs.
