In 1992 HealthNet TPO was established by ‘Doctors without Borders’ to bridge the gap between emergency aid and structural development. The organization is now the result of a merger between HealthNet International (HNI) and the Transcultural Psychosocial Organization (TPO). HNI has knowledge and experience in reinforcing healthcare systems and prevention, diagnosis and treatment of transmissible diseases. TPO is an expert in the field of psychosocial and mental health care for survivors of war and natural disasters.  HealthNet TPO Afghanistan is managed by a team of qualified Afghans and supported by a team of experts at the HQ of the organization in Holland.

HealthNet TPO Afghanistan is providing Primary Health Care, Mental Health and psychosocial services, fighting malaria and supporting Mother & Child Health Care in terms of providing training for Community Midwifes and to conduct operation research. HealthNet TPO is currently implementing projects in almost 20 provinces of Afghanistan and the major program it implements are HER (Health Emergency Response) projects in three provinces, Nutrition, Mental Health and Psychosocial, Malaria Control program, Tuberculus....... through a community system strengthening approach.

Job Description

Job Summary:

The iCCM Officer is responsible for implementing and supporting the delivery of community based case management services for the leading causes of illness and mortality among children under five years of age, including malaria, pneumonia, diarrhea, and acute malnutrition. The iCCM Officer serves as a key operational link between community health workers/volunteers and primary healthcare facilities, ensuring quality service delivery, timely referral of complicated cases, effective follow-up, and strong coordination between community and facility level health services.

Duties and Responsibilities:

  • To plan, execute, and supervise the ICCM activities in line with approved iCCM guideline.
  • Support provincial project officer on implementation of PHC project and trainings plan developing.
  • To ensure smooth delivery of interventions for malaria, pneumonia, diarrhea, and malnutrition to children under five years of age.
  • Participate in monthly base health shura meetings at health facilities level.
  • To conduct community mobilization and needs assessments to identify gaps and areas requiring further improvement and strengthening of iCCM services.
  • Develop iCCM training materials and conduct awareness sessions at health facility and community level.
  • Coordinate the iCCM interventions closely with health facility staff, CHWs, community leaders, health shura and other relevant stakeholders.
  • To conduct trainings under iCCM package for CHWs/CHVs at targeted health facilities.
  • Upgrading the skills of community health workers (CHWs) on integrated community case management interventions.
  • To conduct iCCM awareness sessions at community for raising awareness on danger signs in childhood illness.
  • Conduct regular supervision visits to targeted health facilities and health posts and follow up on findings and promptly address the findings.
  • On the job training providing HFs staff and CHWs during supportive supervision visits.
  • Collect, verify, and analyze ICCM monthly data from CHWs and health facilities.
  • Prepare monthly and quarterly iCCM data reports and timely submission to provincial supervisor.
  • Prepare medicines and nutrition commodities request and timely supply to targeted HPs.
  • Comply with MoPH policies, national iCCM guidelines, infection prevention and control (IPC) measures, and organizational policies.
  • Perform additional tasks assigned by the line manager.

Job Requirements

  • MD degree or BPH from an accredited university.
  • At least 3 years of experience in community-based healthcare programs.
  • Maintaining registers, reporting forms, stock records, and referral documentation.
  • Good knowledge of childhood illness assessment, classification, treatment, and referral and familiar with MS Excell and internet.
  • Fluent in local languages Pashto and Dari and having English working knowledge.
  • Good communication and interpersonal skills, with the ability to work effectively with communities.
  • Willingness and ability to conduct household visits and work in remote and hard-to-reach areas.
