About Ansari Rehabilitation Association for Afghanistan (ARAA)

Ansari Rehabilitation Association for Afghanistan (ARAA) is a national, non-governmental, not-for-profit organization, established in 1992 for serving the people of Afghanistan through its operation in sectors of Protection,  water and sanitation, education, reintegration, emergency response, and social services, as well it has been established to provide humanitarian supports, based on the principles of human rights, Islamic and cultural values of our country, and environmental and socio-economic sustainability to the vulnerable people of Afghanistan.

In continuation of its 2026 program operational plan, ARAA is seeking a qualified person to apply for this position.

Job Description

The position holder will be responsible for the effective day-to-day operation of the Women Community Centers (WCCs) in Herat and Farah, ensuring that services are accessible, safe, confidential, and responsive to the protection needs of women and adolescent girls. The position will also provide direct supervision and technical guidance to WCC staff and maintain close coordination with the project coordinator., community structures, and relevant service providers.

Key responsibilities include:

·        Lead the planning, implementation, monitoring, and reporting of activities carried out under the Women Community Centers in Herat and Farah, ensuring that activities are implemented in line with project objectives, approved workplans, and applicable standards.

·        Directly supervise and provide regular guidance to PSS Counsellors, outreach focal points, and relevant support staff, including monitoring performance, workload, attendance, and quality of service delivery.

·        Ensure that the WCCs have the necessary supplies, materials, equipment, and other operational inputs required for the uninterrupted delivery of services to beneficiaries.

·        Ensure that women and adolescent girls visiting the centers receive appropriate, respectful, and confidential support, including psychological first aid (PFA), basic psychosocial support, protection information, and safe referrals when required.

·        Ensure that all assistance provided to survivors of GBV follows survivor-centered principles, including safety, confidentiality, informed consent, respect, and non-discrimination.

·        Ensure full compliance with ARAA's PSEA, safeguarding, Code of Conduct, data protection, and other relevant organizational policies, as well as applicable Donor standards and guidance.

·        Coordinate and support the organization of Key Informant Interviews (KIIs), Focus Group Discussions (FGDs), safety audits, community consultations, and other information-gathering exercises to identify protection concerns and assess the safety and accessibility of WCC services.

·        Work closely with outreach focal points and community-based protection structures to identify protection concerns and facilitate the safe referral of women and girls requiring support.

·        Ensure that identified GBV and other protection cases are referred promptly and appropriately to qualified and available service providers in accordance with established referral pathways.

·        Monitor the implementation of referral pathways and identify gaps, delays, or challenges affecting access to services, and communicate these issues to the project coordinator.

·        Maintain and strengthen referral linkages between ARAA WCCs and external service providers to ensure coordinated, timely, confidential, and survivor-centered assistance.

·        Ensure that all referrals and case-related information are handled in accordance with approved data protection, confidentiality, consent, and information-sharing procedures.

·        Oversee the collection and compilation of daily service data through approved paper-based and electronic tools and ensure that required information is submitted accurately and on time to the project coordinator.

·        Conduct routine reviews of daily and weekly data to identify inconsistencies, reporting gaps, service trends, and emerging protection concerns while ensuring that information is collected, stored, and used ethically and securely.

·        Develop and submit weekly and monthly workplans for the WCC teams, incorporate supervisory feedback, and adjust activities where necessary based on operational developments and identified needs.

·        Maintain constructive working relationships with relevant partners, community-based protection mechanisms, local stakeholders, and service providers, including members of the Regional GBV Sub-Cluster and other relevant coordination structures.

·        Ensure that assigned WCC staff are present and deliver the services required under the project, and promptly address operational or staffing issues that may affect service quality.

·        Prepare regular narrative updates and periodic progress reports on WCC activities, protection services, referrals, achievements, challenges, lessons learned, and emerging needs for management and donor reporting.

·        Facilitate regular communication with communities and relevant local structures to promote the safety, acceptance, accessibility, and continued operation of the Women Community Centers.

·        Work with teams to plan and facilitate community awareness sessions, protection dialogues, and other outreach activities addressing women's protection, GBV prevention, available services, and referral options.

·        Ensure that an updated mapping of relevant service providers is maintained for both locations, including contact details, service availability, referral procedures, and any access limitations.

·        Promote a coordinated and integrated approach among WCC staff and other protection actors to ensure that beneficiaries receive appropriate services without unnecessary duplication or gaps.

·        Identify emerging protection concerns and operational challenges and provide timely recommendations to the project coordinator. for appropriate action.

·        Undertake field visits to IDP and other target communities as required to monitor activities, support outreach, assess community concerns, and strengthen referral and protection mechanisms.

·        Carry out any other duties reasonably assigned by the project coordinator. that are relevant to the position and project objectives.

Job Requirements

·        Bachelor's degree in Law, Psychology, Social Sciences, Social Work, Community Development, or another relevant discipline.

·        Minimum of three years of professional experience in women's protection, GBV, psychosocial support, community-based protection, or a closely related humanitarian field.

·        At least three years of relevant experience with national and/or international NGOs operating in Afghanistan. Previous experience in the target areas will be considered an advantage.

·        Demonstrated experience in supervising staff and coordinating multidisciplinary teams, preferably in a community-based protection or women's protection programme.

·        Good practical knowledge of protection programming, case management principles, referral systems, and protection interventions, with particular understanding of GBV and women's protection.

·        Familiarity with protection mainstreaming, child protection, safeguarding, PSEA, Code of Conduct, confidentiality, informed consent, and safe information management.

·        Strong understanding of survivor-centered approaches and the principles of safe and ethical referral.

·        Strong interpersonal and communication skills, with the ability to work professionally with beneficiaries, community representatives, colleagues, authorities, and service providers.

·        Good written and spoken English, including the ability to prepare clear and well-structured reports. Knowledge of Dari and Pashto is an advantage, particularly for community-level engagement.

·        Good computer literacy and practical knowledge of Microsoft Word, Excel, email, and other routine reporting tools.

·        Strong analytical and reporting skills, with the ability to review programme data, identify trends and gaps, and translate findings into practical recommendations.

·        Strong planning, coordination, time-management, and problem-solving abilities, with demonstrated capacity to manage multiple priorities simultaneously.

·        Ability to work independently while maintaining effective coordination with supervisors and team members.

·        Demonstrated professional integrity and a record of satisfactory performance with previous employers. A positive employment reference may be required.

·        Willingness and ability to travel to IDP locations and other field sites, including at short notice when operational requirements demand.

·        Ability to understand local protection dynamics, assess risks, and contribute to the analysis of the situation of IDPs, women, girls, and other vulnerable groups.

·        Ability to maintain confidentiality and exercise sound judgment when handling sensitive beneficiary information and protection cases.
