About Concern Worldwide

Concern Worldwide is a non-governmental, international, humanitarian organization dedicated to the reduction of suffering and working towards the ultimate elimination of extreme poverty in the world’s poorest countries. Currently, Concern has been working in Afghanistan since 1998, when it responded to an earthquake disaster in Takhar province. Currently Concern has been working in Takhar and Badakhshan provinces undertaking both emergency response and long-term developmental work in the areas of livelihood security, primary education and Water, Sanitation and Hygiene. 

Job Description

Main duty and Responsibility

  • To coordinate RMNCH activities implementation in target areas under the SHC and BHC project of Concern Worldwide
  • To assess and evaluate that RMNCH activities are implemented in accordance to plan and national standards in coordination with provincial and national partners.
  • Assess capacity building for midwives, Community Midwives, and Community Health Workers in RH and MHPSS to improve Health services at the community level
  • Conduct on-job training to midwives and other staff during service delivery when requested to do so.
  • To provide monthly reports and respect submission deadlines.
  • To develop action plans to ensure an effective monitoring of RMNCH status in targeted health facilities.
  • To apply national treatment guidelines and policies at SHC and BHC level.
  • To ensure the existence of midwifery equipment, save delivery room and sufficient drug supply for FHH.
  • Ensure infection control and universal precautions are adhered to at the health facilities.
  • To support nutrition screening and monitoring of PLW (Pregnant and Lactating Women) at community level.
  • To ensure the existence of IEC (Information Education Communication) material for awareness sessions at community level.
  • To ensure basic RMNCH services at the SHC and BHHC level and Community mobilization at the HPs level are delivered properly.
  • To ensure all complicated cases are referred to higher level of health facility as per Afghanistan referral system with a great follow up to strengthen the referral system.
  • PSEAH and Safeguarding
  • Lead implementation of Concern’s PSEA and safeguarding policies within project areas.
  • Conduct regular awareness sessions for staff, beneficiaries, and communities

PSEA and safeguarding:

  • Ensure beneficiaries understand their rights and available reporting mechanisms.
  • Promote safe, confidential, and accessible complaint mechanisms.
  • Monitor safeguarding risks and support mitigation measures.
  • Support safeguarding risk assessments and action planning.
  • Ensure safeguarding principles are integrated into all project activities.
  • Support confidential handling and referral of safeguarding concerns according to established protocols.
  • Always maintain strict confidentiality and survivor-centered approaches.

Reproductive Health Programming:

  • Support implementation of reproductive health activities within health facilities and communities.
  • Promote awareness on maternal health, family planning, birth preparedness, adolescent reproductive health, and gender-sensitive health services.
  • Support health facility teams in strengthening RH service quality.
  • Coordinate RH awareness campaigns and community education activities.
  • Promote access to available RH services and referral pathways.
  • Support integration of RH messaging into health, nutrition, and community programmes.

Accountability to Affected Populations (AAP):

  • Support establishment and strengthening of community feedback and complaint response mechanisms.
  • Ensure complaints and feedback are documented and referred appropriately.
  • Monitor functionality and accessibility of feedback mechanisms.
  • Promote community participation and engagement in project activities.
  • Ensure community concerns are communicated to project management for action.
  • Support implementation of CHS commitments and accountability standards.

Community Engagement and Awareness:

  • Conduct community awareness sessions on safeguarding, RH, gender equality, and protection issues.
  • Engage community leaders, religious leaders, women’s groups, youth groups, and CHWs in awareness activities.
  • Support behaviour change and awareness campaigns related to RH and safeguarding.
  • Facilitate community consultations and focus group discussions when required.
  • Promote inclusion of women, persons with disabilities, and vulnerable groups in project activities.

Capacity Building:

  • Conduct orientation and training sessions for project staff on PSEAH, safeguarding, CHS, and accountability.
  • Support development of awareness materials and communication tools.
  • Provide mentoring and technical support to health facility teams on safeguarding and RH issues.
  • Support refresher trainings and awareness campaigns throughout project implementation.

Coordination and Networking:

  • Coordinate with PPHD, protection actors, GBV service providers, RH partners, and humanitarian stakeholders.
  • Participate in relevant coordination meetings and technical working groups.
  • Support mapping and strengthening of referral pathways for RH and protection services.
  • Maintain effective relationships with community structures and local authorities.

Monitoring, Reporting and Documentation:

  • Maintain records of awareness sessions, trainings, referrals, and safeguarding activities.
  • Prepare monthly, quarterly, and ad hoc reports on PSEAH and RH activities.
  • Monitor implementation of safeguarding action plans and RH activities.
  • Support collection of project indicators related to safeguarding, accountability, and RH.
  • Document lessons learned, success stories, and best practices.
  • Support integration of safeguarding and RH considerations into emergency response activities.
  • Participate in rapid assessments and emergency interventions when required.
  • Ensure vulnerable groups have access to information and referral services during emergencies.
  • Support dissemination of key protection and RH messages during humanitarian crises.

Safeguarding and Accountability:

  • Adhere to Concern’s Code of Conduct, P4 Policy, PSEA Policy, and safeguarding procedures.
  • Promote accountability, inclusion, dignity, and respect in all project activities.
  • Ensure confidentiality and ethical management of sensitive information.
  • Report safeguarding concerns through established reporting channels.
  • Perform any other duties assigned by the line manager relevant to programme objectives.

Core Humanitarian Standards (CHS):

  • The concern is committed to CHS to ensure downward accountability. CHS standards guide Concern activities in all stages both emergency and development projects /programs. In Afghanistan, we also bounded our activities by Accountability framework and therefore any Afghanistan employees is responsible to comply with CHS principles and benchmarks as instructed by its policies and therefore make sure that all accept and implement CHS standards in all our activities.
  • To give full support in relation to emergencies/ humanitarian operations when occurring in any area that Concern Afghanistan will respond. This can include but is not limited to participation in the Concern Afghanistan Rapid Deployment Unit (CARDU) and deployment on emergency response teams

 

Job Requirements

Education and Experience:

  ü   Degree in Midwifery or related field

  ü   Additional training in PSEA, safeguarding, protection, GBV, reproductive health, or accountability is highly desirable.

  ü   At least 5-year experience in RMNCH programming, especially in SHC/BHC modification will be an advantage

  ü   Good knowledge of BPHS and EPHS program 

  ü   Previous experience in Baghlan and Kunduz province is an advantage.

  ü   Experience working with NGO in development and/or humanitarian responses in the areas of health. Strong communication, facilitation, and interpersonal skills.

  ü   Ability to engage effectively with diverse community groups and stakeholders.

  ü   Excellent spoken and written Dari and Pashto

  ü   Good command of English language, particularly for reporting and training purposes.

  ü   Good computer skills including MS Office applications.
