Afghanistan Social and Legal Organization (ASLO) – Organizational Profile

Afghanistan Social and Legal Organization (ASLO) is an Afghan non-governmental, non-political, non-profit, and non-partisan organization with full legal entity status in Afghanistan. The organization was informally established in 2012 and officially registered with the Ministry of Economy of the Islamic Republic of Afghanistan in 2013 under Registration Number (2852) through the NGOs Department of the Ministry of Economy in Kabul, Afghanistan.

Since its establishment, ASLO has remained committed to supporting vulnerable and underserved communities across Afghanistan through humanitarian assistance, sustainable development initiatives, education, healthcare, livelihoods support, legal aid, and community empowerment programs.

Job Description

Position Purpose

Build transparent and inclusive relationships between ASLO, schools, communities and local stakeholders so construction activities are understood, accessible, conflict-sensitive and responsive to community concerns.

Key Duties and Responsibilities

      Map project stakeholders and maintain regular engagement with school management, shuras, parents, teachers, community elders, women, persons with disabilities and other relevant groups.

      Explain the project scope, timeline, community roles, selection criteria, limitations, safety measures and complaint channels in clear local language.

      Facilitate inclusive consultations, community meetings, focus-group discussions and awareness sessions while documenting attendance, key concerns and agreed actions.

      Support safe access to sites and help prevent disruption, misinformation, exclusion, tension or avoidable disputes.

      Ensure women, marginalized groups and persons with disabilities have safe and meaningful opportunities to provide feedback through culturally appropriate approaches.

      Operate and promote ASLO's complaints and feedback mechanism; register, refer and follow up cases confidentially and within established timelines.

      Coordinate with the E&S Engineer and site team on community health and safety, child safety, traffic, dust, noise, work hours and access arrangements.

      Deliver awareness messages on safeguarding, PSEA, code of conduct, fraud prevention, worker behaviour and prohibited practices.

      Identify and promptly report protection, safeguarding, conflict-sensitivity or social-risk concerns through established channels without attempting unauthorized case management.

      Support school and community participation in site verification, snagging, handover and responsible use and maintenance of completed facilities.

      Maintain accurate activity records, participant lists, issue trackers, referral logs, consent-based photographs and weekly/monthly reports.

      Coordinate field activities with project, MEAL, security and local-authority focal points.

 

Job Requirements

Required Qualifications and Experience

Education: Bachelor's degree in Social Sciences, Community Development, Education, Development Studies or another relevant field. Relevant professional training may be considered together with substantial experience.

Experience: Minimum five years of experience in community mobilization with NGOs or development/humanitarian organizations, preferably linked to education, school construction or community infrastructure.

Required Competencies

      Strong facilitation, communication, listening, mediation and community-engagement skills.

      Understanding of accountability to affected people, do-no-harm, inclusion, safeguarding and confidential complaint handling.

      Ability to work respectfully with diverse communities and manage sensitive issues without discrimination.

      Fluency in Dari and Pashto is strongly preferred; working English and basic computer/reporting skills are assets.

      Willingness and physical ability to undertake frequent field travel to project communities across Kunduz Province.

Key Deliverables and Performance Expectations

      Documented stakeholder mapping and community-engagement plan.

      Timely, inclusive consultations and awareness activities.

      Complete community issue, feedback and action-tracking records.

      Community-supported site access, implementation and handover.

Compliance and Conduct

      Comply with ASLO policies, approved project requirements, lawful instructions and assigned authority levels.

      Maintain professional integrity, confidentiality, impartiality and respectful conduct in all interactions.

      Immediately report safeguarding, PSEA, fraud, corruption, conflict-of-interest, safety or serious compliance concerns through established channels.

      Protect project information and records and use ASLO property only for authorized purposes.
