Job Description

POSITION OBJECTIVE
The senior engineer will be responsible for overall management of the technical engineering aspects of the infrastructure projects. He/she will make sure the engineering survey, design, estimation, QA/QC related technical specification, guidelines are followed as per the engineering standard and according to Afghan engineering code for infrastructure projects. 

The senior engineer will support field engineers in completing the survey, design and estimation as per engineering standard and QA/QC aspects of the projects during implementation in 6 provinces of Kabul, Herat, Ghazni, Logar, Kunar and Nuristan. Develop and submit project reports as per the instructions given by project manager. The senior engineer will directly report to Senior Manager Project implementation of Provincial Cluster Implementation Office [PCIO] and technically report to National Sector Lead Engineering.

JOB DUTIES AND RESPONSIBILITIES
•    Lead the field engineers of the project, comprising of planning, survey/design, QA/QC and implementation of the infrastructure projects in 6 provinces.
•    Oversee and make sure the required site assessments, feasibility studies and survey to determine projects requirements and specifications are well addressed.
•    Develop detailed engineering designs, technical specifications, QA/QC plans and construction plans in accordance with project standard and prevailing standard.
•    Conduct inspections and quality control checks to identify and resolve any technical issues at site.
•    Provide technical guidance and support to field engineers as per the requirements at site.
•    Prepare progress reports, project documentation, and project estimates for management team.
•    Review and approval of engineering design packages prepared by field engineers.
•    Prepare the work plan for the overall implementation of the projects to ensure timely complementation of the projects.
•    Provide training to field engineers if deemed necessary.
•    To carry out the responsibilities of the role in a way which reflects AKF (Afg)'s commitment to safeguarding staff, beneficiaries and protecting children from harm and abuse in accordance with AKF (Afg)s Safeguarding policy.  
•    To report any suspicions or actual violations of the Safeguarding Policy and/or Child Safeguarding Policy as per the given training.

OCCASIONAL SIGNIFICANT DUTIES AND RESPONSIBILITIES
•    Attend meetings as and when required by the project manager .and the team.
•    Any other relevant tasks assigned by Super visor and engineering lead.

DECISION-MAKING & AUTHORITY
•    Will have the authority to decide on all engineering aspects of the projects.
•    Will have the authority of reviewing and approving any engineering documents of the projects.
•    Will have the authority to evaluate the performance of field engineers and recommend their contract extension and suspension to project lead/project manager.

Job Requirements

JOB SPECIFICATION
•    Bachelor's degree in civil engineering with 05 years proven experience in management/implementation of community-based infrastructure projects including survey, design, construction and supervision.
•    Familiarity with rural development standards, procedures and regulations.
•    Knowledge in engineering applications such as AUTO CAD, EPANET, structural design software.
•    Strong communication and interpersonal skills including working with multiple stake holders and team members with good command in English, Dari and Pashto.
•    Able to work independently and manage multiple tasks simultaneously.
•    Relevant knowledge of productivity norms, construction material, equipment and labour markets are essential.

REQUIRED CORE COMPETENCIES
•    Excellent analytical, problem solving, and decision-making skills.
•    Excellent stakeholders' management skills.
•    Familiarity with communities, Mirabs, CDCs,DDAs,CSO will be beneficial.
•    Good knowledge and experience in conflict resolution and problem solving in community driven infrastructure projects.
