MEAL & Safeguarding Officer

War Child is an international alliance working in 15 countries. This is an international charity working for children and youth affected by war. War Child initiated working in Afghanistan from 2002. In Afghanistan War Child Work with children and youth, who as a result of conflict, live with a combination of poverty, exclusion, and insecurity. These children and youth might include street children, child headed households, children conscripted into armed groups, unaccompanied minors, youth returnees and refugees, and children who have been put in Juvenile Rehabilitation Center and, the children and youth impacted by the climate induced disasters.  Our mission is to protect, educate and stand up for the rights of children and youth caught up in conflict, poverty, and exclusion. Job Purpose

The post holder will play a critical role in ensuring the safety and protection of children, beneficiaries, and communities within project locations. The position will support the localization and effective implementation of safeguarding and MEAL frameworks across all project locations, including partner organizations (ADWSO and RSDO).

The role is responsible for strengthening both safeguarding and MEAL systems by promoting safe and accountable programming, and supporting effective monitoring, data management, reporting, and learning processes. The MEAL and Safeguarding Officer will help ensure that safeguarding concerns are appropriately identified, reported, and addressed, while also strengthening accountability to affected populations through accessible feedback and complaints mechanisms, evidence-based decision-making, and continuous program improvement. The role contributes to creating a safe, accountable, and learning-oriented environment where beneficiaries are aware of their rights, have confidence in reporting concerns, and where program quality is continuously monitored and enhanced.

Job Description

The Duties and responsibilities may include but not limited to:

• Monitor all project activities and progress towards achieving the project output;
• Preparing monthly and quarterly MEAL & Safeguarding reports
• Assist WCUK in planning and implementation of baseline/endline surveys, monitoring and evaluation exercises and other studies when needed;
• Assist MEAL Manager in Organizing and conducting MEAL trainings and workshops to the staff and partner organizations.
• Prepare and maintain WUCK databases
• Manage and maintain WCUK complaints and feedback mechanism
• Conduct regular field monitoring visits to assess program quality and safeguarding compliance, provide technical support, and produce monitoring reports with follow-up on agreed action plans.
• Support the contextualization, roll-out, and enforcement of safeguarding and integrity policies, tools, and procedures across all project locations.
• Deliver safeguarding inductions, training, and refresher sessions for staff, partners, volunteers, and contractors.
• Promote consistent use of safeguarding tools (e.g., consent forms, child safety checklists, risk assessments).
• Lead community sensitization sessions to raise awareness of safeguarding policies, reporting mechanisms, and expected behaviors.
• Strengthen the capacity of partner organizations (RSDO and ADWSO) and field focal points by providing technical guidance and support on safeguarding, PSEA, and risk mitigation, and promoting the integration of safeguarding within partner systems.
• Facilitate regular reflection and learning sessions with teams to strengthen safe programing practices.
• Ensure safeguarding awareness materials and reporting channels are accessible, visible, and culturally appropriate across all locations.
• Ensure all safeguarding concerns, allegations, and incidents are reported within 24 hours in line with organizational procedures.
• Support initial assessment and appropriate response to safeguarding cases, including SEA allegations, as required.
• Contribute to the development of accessible, community-based reporting mechanisms.
• Provide practical solutions to complex safeguarding risks within the framework of organizational policies.

Experience and mandatory criteria:

·       University Degree

·       Minimum 4 years’ work experience working with and managing humanitarian projects (preferably child protection)

·       Minimum 3 years’ relevant work experience in MEAL and Safeguarding preferably experience with INGOs, UN, or donors in Afghanistan.

·       Experience in Leading and facilitating relevant training

·       Experience in designing tools and approaches for data collection, able to analyze qualitative and quantitative data and production of reports;

·       Proficient and experience in report writing, documentation and working with databases

·       Knowledge and experience in project management and PCM

·       Experience in leading a team

·       Must be able to communicate effectively in English (written and oral).

·       Must be able to travel to the project sites and other provinces

·       Computer skills, including Microsoft Office Packages

·       Exceptional communication and interpersonal skills

·       Able to work independently with little supervision

·       Able to work under pressure, to tight deadlines, and with competing priorities.

·       Strategic perspective and keen to take ownership of monitoring and evaluation functions, challenges, and solutions.
