Job Description

Job Summary:

 

The Provincial Livelihood & Business Development Services (BDS) Officer is responsible for supporting the planning, implementation, and monitoring of livelihoods, vocational skills training, and business development activities. The position conducts market assessments, facilitates trainee placement with vocational training centers and businesses, delivers Business Development Services (BDS) and entrepreneurship training, and provides regular coaching and mentorship to trainees. The Officer also monitors training quality, maintains project documentation, coordinates with relevant stakeholders, and ensures activities are implemented in compliance with organizational policies and donor requirements.

Duties and Responsibilities:

·       Support the planning, implementation, and monitoring of livelihoods, vocational skills training, and Business Development Services (BDS) activities in line with project work plans and donor requirements.

·       Conduct market assessments to identify demand-driven livelihood opportunities, market trends, and suitable vocational trades.

·       Facilitate the selection and placement of trainees with vocational training centers, workshops, and private sector businesses.

·       Develop, adapt, and deliver BDS, entrepreneurship, financial literacy, and business management training materials and sessions.

·       Provide regular coaching, mentorship, and technical support to trainees and small business owners to strengthen their employability and business performance.

·       Monitor the quality and progress of vocational training and BDS activities through regular field visits and follow-up with trainees and service providers.

·       Coordinate with government authorities, training providers, private sector partners, financial institutions, and other stakeholders to support project implementation.

·       Maintain accurate beneficiary records, training documentation, and activity reports, ensuring timely submission of high-quality reports.

·       Support the identification of employment, apprenticeship, internship, and self-employment opportunities for project participants.

·        Ensure compliance with organizational policies, safeguarding standards, donor requirements, and project guidelines.

·       Contribute to project planning, monitoring, reporting, and learning by documenting achievements, challenges, lessons learned, and success stories.

  •             Perform other tasks assigned by the Project Manager or senior management.

Job Requirements

Qualification:

·       Bachelor’s degree in economics, Business Administration, International Development, TVET, or a related field, with a minimum of five (5) years of relevant professional experience.

·       Professional certification in TVET (e.g., Technical and Vocational Education Diplomas) is preferred.

·       An additional qualification or certificate in TVET, BDS, or Marketing is an advantage.

Experience:

·       Experience in managing humanitarian or development projects, with a focus on youth development, migration, protection, TVET and BDS

·       Demonstrated experience in project planning, implementation, and monitoring, particularly in disaster or conflict-affected settings.

·       Strong experience in engaging with stakeholders, including local authorities, INGOs, and UN agencies.

·       Prior experience in team supervision, capacity building, and fostering professional relationships.

·       Familiarity with community-based approaches, including beneficiary selection, accountability mechanisms, and safeguarding practices.

·       Have relative experience working with reporting and data collection tools such as Kobo, Survey Monkey, Google forms etc. 

Skills and Abilities:

·       Strong understanding of local contexts, including cultural and political dynamics in Afghanistan.

·       Proficiency in English, Dari and Pashto. Proficiency in other languages will be considered a plus point.

·       Strong reporting, presentation, training facilitation, and budgeting skills.

  • Strong inter-personal and communication skills, ability to work under stressful conditions, and able to meet tight deadlines.
