About World Vision International

Our work is well established in Herat, Badghis, Ghor, and Faryab provinces in the western region of Afghanistan. We work closely with all levels of society including children, parents, teachers, village councils, religious leaders, ministries, provincial departments, and other national and international agencies.

Job Description

Job Porpuse

The Cash and Markets Officer Position is based in (Herat) province with regular travels to selected districts. The 
Officer ensures timely implementation and reporting of Market assessments and Cash assistances, participate in the 
beneficiary selection, verification, and registration with the MEAL unit, ensure the development of cash assistance 
plans including risk plan, coordinates with the financial service provider (FSP) via the Supply Chain unit. Ensure that all 
cash distribution processes and activities are in line with WVA-endorsed Standard Operating Procedures (SOPs), 
procedures, and Donor agreements, provide regular updates to FSL Field Program Coordinator/Manager, on all 
project activities including beneficiary selection, verification, and cash distribution, assessments to reflect them to the 
FSAC Report hub. The incumbent will be responsible for providing supervision to (four) Community Based 
Facilitators/CBFs. H/She performs under the leadership of (FSL Sector Lead) and guidance of Zonal Manager.

 

Major Responisbilities

Timely Delivery of Assistance:

·       Participate in Cash Voucher Assistance feasibility and Delivery mechanisms Assessments

·       Participate in Markets Assessment and monthly price monitoring

·       Participate in review. update and development of CVA standard operating Procedures (SoPs) and ensure New Project staff are inducted and oriented on the use of SoP

·       Participate in Cash Voucher Assistance baselines surveys and vulnerability assessment with MEAL unit to identify the vulnerable households for cash assistance.

·       Lead in Cash programme beneficiary selection, beneficiary verification and beneficiary registration with MEAL unit

·       Support WVA HIRO in receiving and inputting the beneficiary data into the LMMS, issuing beneficiary ration cards, generating BDLs and reports.

·       Participate in design and print food ration cards for cash assistance for selected beneficiaries based on WV policy.

·       Prepare cash assistance plans, take the necessary approvals from various units including FSL Field Program Coordinator/Manager, security manager and zone manager, and submit to Supply Chain unit for further process with the financial service provider (FSP).

·       Participate in conduct gender-sensitive market assessment of target areas for cash distributions to identify existing markets and women’s market access.

·       Implement all cash distribution-related activities under Food security and livelihoods and Nutrition sectors.

·       Coordinate closely with the project manager to ensure timely implementation of the project activities and get readiness for timely distribution of cash for the target communities.

·       Ensure that all cash distribution process and activities are in line with WVA endorsed SOPs and procedures.

·       Ensure that proper community development practices and “Do No Harm” practices are incorporated and upheld throughout the implementation of the project.

·       Provide regular updates to FSL Field Program Coordinator/Manager, FSL Sector Lead and Cash and GIK unit on all project activities including beneficiary selection, verification and cash distribution. Travel regularly to all project sites to ensure proper implementation and quality of project activities and prepare cash distribution plan-based completion percentage of the work.

·       Conducting coordination meeting with community elders and line departments on cash distribution activities.

·       Conduct regular meeting with local whole seller and retailers.

·       Conduct market linkage between Community and local Provincial and zonal market.

·       The beneficiaries are selected according to criteria, Cash distribution plan prepared in a timely manner, distribution conducted based on the plan and reporting and documentation has been done for submitting to project coordinator and keeping the hard copies of documents as evidence.

·       Maintain excellent working relations with project stakeholder, partners and other contractors.

·       Ensure project activities and hiring of the labours are in compliance with government rules and regulations.

·       Raise and submit PRFs for selection of cash distribution contractor and contribute in selection if contractor.

·       Represent the WV in cash and voucher working groups meetings in the provincial level.

·       Ensure project activities follow government rules and regulations.

·       Submission of monthly cash requests for project operations

·       Ensure proper filling in a way that can be audited.

·       Other tasks assigned by the FSL Field Program Coordinator/Manager.

Reporting planning, Monitoring and Evaluation and supervision

·       Submission of monthly cash requests for project operations

·       Responsible to provide daily reconciliation report and monthly distribution report to FSL Field Program Coordinator/Manager and Cash Food and GIK units.

·       Ensure cash distributed to the selected beneficiary-based identification cards (LMMS or Paper cards) according to project criteria.

·       Prevent for any fraud, corruption of allocated distributions to project beneficiaries.

·       Provide supervision to CBFs and any guidance need for the performance.

·       The project selects beneficiaries timeously received their cash rations. Forecast for the project prepared and shared with project coordinator on time, report of the cash distribution and impact of the project displayed to Donor effectively.

·       CBFs guided effectively and are performing in the full potential.

Other

·       Adhere to WV Child and Adult Safeguarding policy and standards

·       Adhere to WV accountability standards

·       To be aware and prepared to implement WV Afghanistan Humanitarian and Emergency Affairs plan under the context of (Herat) urban and rural interventions

Job Requirements

Required Education, training, license, registration, and/or Certification 

  • A Bachelor degree in accounting, management, marketing, agriculture and /or 
    social science.  

Required Professional Experience 

  • At least two years of experience working with NGOs in Cash, Food and Voucher 
    Programming in an emergency context.

Required Language(s) 

  • Fluent in Dari & Pashtu
  • English written and reading
