OHW is operating since 2007 in the country with active membership with the national clusters and international donor agencies in Afghanistan including SWABAC, ACBAR, AICS, BAAG, AWN and most of the national and international Clusters operates based in Afghanistan.

Job Description

Job Summary:

The HMIS Officer is responsible for ensuring the effective implementation and management of the Health Management Information System (HMIS) in accordance with the Ministry of Public Health (MoPH), BPHS/EPHS guidelines, donor requirements, and organizational policies. The position ensures timely, complete, accurate, and high-quality collection, verification, analysis, reporting, and utilization of health data for evidence-based planning, monitoring, and decision-making.

Key Responsibilities

  • Ensure timely collection of monthly HMIS reports from all supported health facilities.
  • Review and verify HMIS reports for completeness, accuracy, consistency, and compliance with Donor & MoPH reporting standards before submission.
  • Verify reported data against source documents, registers, tally sheets, and DHIS2 records to ensure data quality.
  • Compile and submit monthly HMIS reports to the Provincial Public Health Directorate (PPHD), MoPH, and organizational management within established deadlines.
  • Maintain organized filing systems and updated HMIS databases, ensuring proper archiving of reports and records.
  • Conduct Routine Data Quality Assessments (DQAs) and identify data discrepancies, implementing corrective actions and data quality improvement plans.
  • Monitor data completeness, timeliness, validity, consistency, and reliability, and provide regular feedback to health facility staff to improve reporting quality.
  • Enter, validate, and update health data in DHIS2, resolve validation errors, and coordinate with the PPHD HMIS Department on system-related issues.
  • Monitor reporting performance through DHIS2 dashboards and ensure the correct application of national HMIS indicators.
  • Conduct regular supportive supervision visits to health facilities/MHNTS health facilities using standard MoPH supervision checklists.
  • Assess the implementation of HMIS, ensure the availability and proper use of HMIS registers and reporting tools, and follow up on previous supervision recommendations.
  • Mentor and provide on-the-job coaching to health facility /MHNTs staff on accurate recording, reporting, data analysis, and utilization.
  • Organize orientation and refresher training sessions on HMIS tools, national indicators, and reporting procedures for health workers and newly recruited staff.
  • Analyze routine health data to identify trends, performance gaps, and priority health issues, and support evidence-based planning and decision-making.
  • Prepare monthly, quarterly, and annual statistical reports, dashboards, charts, presentations, and other data products for management and donors.
  • Present HMIS findings during coordination, review, and performance meetings to support program improvement.
  • Support the monitoring of BPHS/EPHS performance indicators and assist in tracking project indicators and targets.
  • Support baseline, end-line, routine assessments, surveys, evaluations, and other monitoring activities in collaboration with the M&E team.
  • Prepare monthly activity reports and other required technical reports.
  • Ensure confidentiality, security, and proper management of patient and health information in accordance with MoPH and organizational policies.

Job Requirements

  • Bachelor's degree in Public Health, Statistics, Medical Doctor, Nursing, or a related health field.
  • Additional training in HMIS, DHIS2, Monitoring & Evaluation, or Data Management is an advantage.
  • At least 3-4 years of relevant experience in HMIS, M&E, or health information management with NNGO, INGO & UN agency.
  • Experience working under BPHS/EPHS implementation.
  • Experience using DHIS2.
  • Experience conducting supportive supervision and Data Quality Assessments (DQAs).
  • Experience working in remote and hard-to-reach areas is an asset.

Technical Skills & Core Competencies

  • Good understanding of BPHS/EPHS indicators.
  • Proficiency in DHIS2.
  • Strong skills in Microsoft Excel, Word, PowerPoint, and data analysis.

  • Knowledge of monitoring and evaluation concepts.

  • Field monitoring and supportive supervision as required.
  • Occasional work outside normal office hours to meet reporting deadlines.
