Community Development and Social Affairs Charity Organization (CDSACO) is an independent, non-governmental, non-profit, and non-political organization established to support the development and humanitarian needs of vulnerable communities across Afghanistan.

Job Description

Key Responsibilities

            Conduct technical surveys and site assessments for selected CFW infrastructures.

            Prepare site-specific designs, drawings, cost estimates, and Bills of Quantities (BoQs) in coordination with Donor.

            Supervise the construction and rehabilitation of check dams, conservation ponds, contour trenches, flood protection structures, and other watershed management activities.

            Ensure all works are implemented according to approved designs, technical specifications, and quality standards.

            Verify quantities and quality of materials used on site.

            Develop work plans, implementation schedules, and daily work targets.

            Provide technical guidance and on-site support to site supervisors and laborers.

            Monitor daily progress of works and prepare technical progress reports.

            Ensure compliance with Occupational Health and Safety (OHS) requirements and proper use of Personal Protective Equipment (PPE).

            Coordinate with Water Management Committees, CDCs, local authorities, and community representatives during implementation.

            Participate in infrastructure identification, validation, and handover processes.

            Support environmental and social screening activities and ensure compliance with Donor safeguards requirements.

            Maintain site records, measurements, field journals, and photographic documentation.

            Report technical issues, risks, delays, and incidents to the Project Manager and Donor.

            Certify completion of works and support preparation of completion and handover reports.

            Prepare daily, Weekly and monthly report and submit to the project manager.

Job Requirements

Qualifications and Experience:

  • Bachelor’s degree in Civil Engineering or a related technical field.
  • At least 3-5 years of experience in site supervision, construction activities, infrastructure projects, or similar roles, preferably with NGOs/INGOs.
  • Practical experience in monitoring construction works, ensuring quality standards, and supervising contractors/workers at field level.
  • Good understanding of construction practices, technical drawings, BOQs, specifications, and basic project documentation.
  • Experience working in rural or remote areas, including coordination with local communities and stakeholders.
  • Strong knowledge of construction materials, measurements, and quality control procedures.
  • Strong communication, coordination, reporting, and problem-solving skills.
  • Ability to speak local languages (Pashto/Dari) fluently; basic English is an asset.
  • Willingness to travel frequently to remote villages and project sites.
  • Familiarity with the cultural and social norms of the target province or district.
