Citizen Organization for Advocacy and Resilience, COAR (formally Coordination of Afghan Relief) CoAR is an Afghan, independent, non-politi-cal, non-sectarian, and non-for-profit organization established in 1989 and registered formally with the ministry of Economy. COAR activelybridging between donors of humanitarian aid and rural Afghan communities severely affected by almost four decades of wars, internal con-flicts, natural and manmade disasters, and complexities. Job Description

PURPOSE OF THE POSITION

The Finance Control Officer ensures strong internal financial oversight by maintaining independent records of cash and ban

k transactions, monitoring field-level financial practices, and ensuring transparency and accuracy in line with COAR and donor regulations. This position plays a key role in promoting financial accountability and minimizing risks of error or fraud.

DUTIES AND RESPONSIBILITIES

  1. Primary Responsibilities

·         Ensure adherence to all financial regulations in conformity with IAS standards.

·         To work some time for late hour in time of year closing, audit preparation etc.

·         Work extended hours as needed during year-end closing, audit preparation, and peak financial periods.

·         Undertake any reasonable requests made by the Finance Manager related to compliance or internal tracking.

·         Maintain a copy of the bank book and regularly record all incoming transfers for internal tracking and reconciliation.

·         Collect and record copies of cash payment vouchers from both HQ and provincial offices to monitor and verify consistency between reported expenses and actual payments.

·         Provide weekly internal updates to the Finance Manager on fund inflow/outflow trends to support transparency and early identification of cash handling issues.

  1. Technical Support and Expertise

·          Ensure field office advances are settled in a reasonable amount of time with correct supporting documentation.

·         Ensure that expenses incurred in the Districts and Provinces are for planned activities and forecasted and properly requisitioned.

·         Support financial controls by maintaining independent records of bank transfers and cash payments for internal monitoring purposes; this includes tracking the use of funds and identifying irregularities in documentation shared from provincial offices

  1. Coordination and Collaboration

·         To prepare vouchers for Head Office, District and Provincial Offices for entry into QuickBooks

·         To feed QuickBooks with daily head office transaction and that of field offices as well.

·         To assist in reconciling the cash with cashier in presence of two other finance officers.

·         To assist in procurement process with logistic and some time to be member of the procurement committee suggested by the Director.

·         Assist in the forecasting of District and Provincial office expenditure and cash requirements.

·         Mention responsibilities related to engaging with internal and external stakeholders

 

  1. Monitoring and Reporting

·         To check the field reports documentation and to ensure that such are in line with COAR Plans and procedures

·         Fill other duties in the finance department as required to ensure a segregation of duties.

 

  1. Adherence to Policies

·         Comply fully with all COAR financial management policies, donor regulations, and national laws.

·         Adhere to COAR safeguarding, PSEA, anti-fraud, and ethical conduct policies.

·         Maintain confidentiality and data security for all financial information handled.

 

  1. Other Duties

·         Assist in onboarding and financial orientation of new provincial finance/admin staff.

·         Participate in internal finance team reviews or workshops.

·         Support financial capacity-building efforts within the finance department.

Job Requirements

QUALIFICATION AND SKILLS 

Education

  • Bachelor’s degree in business administration, or a relevant field.

Experience

  • A minimum of 3 years of proven experience in a similar role.

Skills

  • Proficient computer skills - Microsoft Office software, email, the internet.
  • Able to work in QuickBooks
  • Ability to work independently, under pressure and proceed with objectives without close supervision
  • Outstanding verbal and written communication skills.
  • Solid problem-solving and team management abilities.
  • interpersonal intelligence.
  • Strong knowledge of labor legislation and payroll processes.
  • Good understanding of the full recruitment process.
