Data Protection Officer (Call for CVs)

Vision Development Organization (VDO), founded in 2015 by Afghan women leaders, is a national, women-led NGO dedicated to advancing the dignity, resilience, and leadership of women, youth, and marginalized communities. Despite Afghanistan’s complex humanitarian and governance challenges, VDO has grown into a trusted, principled, and adaptive organization, delivering programs in protection, education, livelihoods, social inclusion, and community development across multiple provinces. Anchored in integrity, accountability, and operational excellence, VDO upholds strong governance, safeguarding, and compliance standards while championing women’s leadership and equitable, high-quality service delivery.

• Lead implementation of data protection, confidentiality, privacy, and responsible data management systems across VDO projects and departments.
• Develop and enforce data protection procedures, consent protocols, data-sharing rules, access control systems, retention schedules, and breach response mechanisms.
• Review project data collection tools to ensure minimum data collection, informed consent, confidentiality, and protection of sensitive data.
• Train staff on data protection, safe storage, secure transfer, password protection, and ethical handling of beneficiary information.
• Monitor compliance with organizational MIS, MEAL, safeguarding, and data protection policies.
• Support risk assessments for sensitive datasets, including protection, GBV, safeguarding, complaints, and beneficiary records. Investigate and document data incidents or breaches in coordination with management and safeguarding focal points.
• Ensure that digital and physical files are stored securely and only accessible to authorized personnel. Support donor reporting and audits related to data management and confidentiality.

• Bachelor’s or Master’s degree in IT, MIS, Law, Data Protection, Information Management, or related field.
• Minimum 5 years of experience in data protection, information governance, MIS, compliance, or MEAL data management.
• Strong understanding of confidentiality, informed consent, data security, and sensitive information handling.
• Experience with NGO beneficiary databases preferred.
• English excellent, Dari and Pashtu fluent.
