About World Vision International
World Vision International (WVI) began emergency relief operations in Afghanistan in 2001 by addressing the urgent needs of children and families affected by natural disasters and decades of conflict. More than a decade later, World Vision Afghanistan’s (WVA) programs have expanded to development sectors such as health, nutrition, WASH, child protection, and education, empowering women to engage in civil and social change through interfaith partnership.
WVA targets the most vulnerable in its interventions; including children, women, Internally Displace Persons (IDPs), and returnee refugees, as well as the most impoverished and marginalized families. Our work is well established in Herat, Badghis, Ghor, and Faryab provinces in the western region of Afghanistan. We work closely with all levels of society including children, parents, teachers, village councils, religious leaders, ministries, provincial departments, and other national and international agencies.
Job Description
The purpose of the Liaison Officer is to support the Support Services Manager in maintaining effective relationships with authorities, particularly with ministries and other agencies at the national level. The role facilitates approvals and communication related to the project’s registration, MoUs, work permits for international staff, and other required documentation; ensures compliance with local regulations; and represents the organization in official coordination platforms.
This position proactively coordinates and communicates WV Afghanistan’s activities with relevant government authorities, including the Ministry of Economy and other line ministries and departments at the Kabul level. It also actively coordinates with the Herat National Office and other zonal offices to ensure timely registrations, MoU signing, and the delivery of quality reports
Job Requirements
Assist Support Services Manager in the process of the Projects registration, MoU process, ensuring effective coordination with government authorities and compliance with regulatory requirements.
Government Coordination
- Maintain ongoing communication and engagement with the Ministry of Economy and relevant line ministries throughout the MoU process.
- Ensure regular documentation of all communications and provide updates to Support Services Manager.
- Ensure all relevant internal stakeholders review and are align on MoU documentation.
MoU Preparation and Compliance
- Assist Support Services Manager in Co-drafting MoUs in collaboration with project teams and relevant stakeholders and in alignment with SoP for MoU.
Submission and Follow-up
- Actively engage in submission of MoUs to line ministries.
- Proactively follow up to ensure timely review and approval.
Tracking and Reporting
- Maintain and update the MoU tracking database.
- Provide regular progress reports to support service manager and highlight bottlenecks and risks.
Communication and Issue Resolution
- Assist in providing responses to feedback from ministries and ensure the issues are addressed on time.
Documentation and Record Keeping
- Ensure all submitted and approved MoU documents are properly filed and archived (both hard copy and scanned versions) for future reference.
- Quality Reporting of Registered Projects to relevant ministries timely
- Assist in preparation and submission of accurate and timely reports on registered projects to relevant ministries in line with agreed formats and deadlines.
- Ensure all project data is complete, verified, and aligned with organizational and ministry requirements before submission.
- Review reports for quality, consistency, and compliance prior to submission.
- Maintain a reporting calendar to track deadlines and ensure timely submissions.
- Follow up with relevant ministries to confirm receipt and address any feedback or clarification requests.
- Keep proper records of all submitted reports (both hard and soft copies) for reference and audit purposes.
- Provide regular updates to internal stakeholders on reporting status and any challenges.
- Present WV’s activities well and establish smooth and functional relationships with various external and internal stakeholders
- Represent WV’s activities clearly and professionally to ministries and stakeholders.
- Assist Support Service Manager in Preparation of meeting talking points.
- Ensure effective internal coordination and preparation for meetings.
- Document meetings, feedback, and key decisions, and share updates with relevant stakeholders.
(Adhere to WV accountability standards.)
- Ensure full compliance with WVI’s Accountability Frameworks, Safeguarding Policies, Code of Conduct, and donor requirements by actively participating in AAP mandatory trainings and integrating accountability mechanisms into all project activities.
- Conduct meaningful AAP community engagement and sensitization during field visits, including distribution of CFM cards to beneficiaries and facilitating awareness sessions on the feedback and complaints mechanism throughout project implementation.
KNOWLEDGE, SKILL, AND EXPERIENCE
Required Education, training, license, registration, and/or Certification
Minimum bachelor’s degree is social science or relevant is required.
Exceptional Skills at Communications and coordination and able to read, write and speak in both local languages Pashto, Dari and English languages.
Knowledge of MS Office and statistical programs
Ability to work in a team environment.
Good skills of report writing
Required Professional Experience
At least 5 years of Humanitarian work experience with I-NGOs and have a vast knowledge on Humanitarian response mechanism/ principles.
Strong communication skills and knowledge
Sound knowledge on Afghan Government procedures and policies
Required Language(s)
Fluent in verbal and written English and local language.
Required travel and/or work environment accommodations
Ready to represent WVA in the high-level meetings as well as travel to the operations sites in the different provinces/Zones

Up to 50% field trips/visits
Work beyond office hours (in times of need as exceptional case)
Preferred Experience, Knowledge and/or other Qualifications
Directly Working experience with Ministry and Provincial level government authorities in Afghanistan context is a PLUS point
