Job Description

The Role: This position is located in WFP Jalalabad Area Offices. Job holders work under the direct supervision of the Head of Area Office (or Programme Policy Officer) with a technical reporting line to the Country Office VAME team. At this level, the incumbent serves as the Area Office VAME lead, overseeing the completion of specialized and standardized monitoring, assessment, and reporting activities requiring interpretation of corporate guidelines and practices. The job holder is expected to recommend courses of action to staff at various levels, allocate tasks to support staff as required, and perform analytical work and quality review to ensure information consistency and effective implementation of programmes and projects.

Key Duties and Responsibilities

Monitoring, Assessment, and Technical Support

  • Provide specialized technical support to the implementation and monitoring of programme activities within the assigned area of responsibility, ensuring alignment with WFP policies, operational guidance, and programme standards.
  • Coordinate evidence generation activities for defined programme portfolios to ensure implementation progress is monitored against targets, timelines, and compliance requirements.
  • Coordinate with the Country Office VAME team to implement standardized VAME processes, tools, and approaches, ensuring alignment with corporate standards and reporting requirements.
  • Provide technical guidance and oversight to Monitoring Assistants and other support staff, ensuring quality monitoring coverage and reporting.

Data Management, Analysis & Reporting

  • Ensure accurate and timely recording, verification, validation, and maintenance of programme and operational data within relevant corporate systems and tools (e.g., food security and vulnerability assessments), ensuring reliability and consistency of information shared with stakeholders.
  • Provide technical inputs into key assessments (e.g., market, food security, rapid needs, post-distribution monitoring) as required.
  • Prepare and consolidate analytical reports, dashboards, and operational updates (e.g., food assistance needs, resource utilization, programme status, performance indicators), identifying trends, risks, and emerging issues to support evidence-based decision-making and programme improvements.

Coordination, Partnerships & TPM Oversight

  • Liaise with internal units (e.g., Programme, Supply Chain, Finance, Logistics, Security, Area Offices/Sub-Offices) to strengthen coordination and ensure coherent implementation, monitoring, and reporting of programme activities.
  • Coordinate with cooperating partners, Third-Party Monitors (TPM), UN agencies, NGOs, and relevant government institutions to support accurate food security analysis, operational planning, and effective monitoring of WFP interventions.
  • Lead TPM planning, coordination, and oversight to ensure monitoring activities are aligned with WFP standards, accountability frameworks, and operational priorities.
  • Supervise and quality-assure TPM outputs, including data collection, verification, and reporting, ensuring accuracy, reliability, and timeliness.
  • Review TPM reports and datasets, identify trends, risks, and bottlenecks, and escalate priority issues requiring management attention.
  • Provide technical guidance and training to TPM staff on WFP monitoring tools, methodologies, and reporting requirements.
  • Represent WFP as assigned in field missions and donor/ donor-led TPM visits, providing technical briefings and updates on monitoring and assessment findings.

Capacity Strengthening & Supervision

  • Contribute to strengthening the capacity of WFP staff, cooperating partners, TPMs, and national counterparts through coaching, technical guidance, and training on monitoring tools, reporting requirements, and operational standards.
  • Oversee and review the work of junior support staff and/or field teams, providing practical guidance, coaching, and feedback to ensure delivery of outputs to agreed quality standards and deadlines.

Other Duties

  • Serve as a point of contact for resolving operational queries, issues, and constraints within the assigned technical area; recommend solutions and escalate complex matters where required.
  • Support emergency preparedness and response activities by contributing to rapid evidence generation, monitoring scale-up, and timely reporting to enable effective decision-making during emergencies.
  • Recommend improvements to monitoring processes, tools, workflows, and reporting standards to enhance efficiency and effectiveness.
  • Perform other related duties as assigned by the Head of Area Office (or Programme Policy Officer) and/or Country Office VAME team.

QUALIFICATIONS AND EXPERIENCE Required:


Education:

  • Completion of secondary school. Having Bachelor’s degree in Economics, Statistics, Business Administration, Development/Humanitarian studies or relevant area would be an added advantage.


Experience:

  • Minimum 6 years of work experience in Programme, Monitoring and Evaluation, data management, and field monitoring.

 

Language:

  • Fluency in both oral and written communication in English and local languages (Pashto/Dari).

 

Knowledge and Skills:

  • Proven ability to build and maintain effective relationships with team members, colleagues, and external partners and supporters.
  • Experience coordinating with partners (especially third party monitoring service provider) and supervising support staff is an asset.
  • Ability to work independently under minimum supervision to no supervision and manage multiple priorities.
  • Solid understanding of M&E principles, including data relevance, accuracy, coherence, and reliability.
  • Solid analytical skills to interpret monitoring data and take any required corrective actions.
  • High proficiency in Excel and the full Microsoft Office suite, with strong ability to produce accurate reports, tables, and data visualizations.
  • Ability to prepare good, precise and complete monitoring reports.
  • Readiness to take on additional responsibilities and make decisions when required.
