About Afghan Youth Education & Health Organization

Afghan Youth Education and Health Organization known as (AYEHO) is an independent, non- profitable, nonpartisan and non-governmental organization registered with the Ministry of Economy, Government of Afghanistan. AYEHO provides support to youth and children who work on the streets, orphans, and children in conflict with law, children with disabilities and their families in Afghanistan.

AYEHO established in 2018, headquartered in Kabul with two provincial offices and properly structured and active business and operational set ups in all 34 provinces of the country, has arguably served the most marginalized and vulnerable children, youth and families in the most disadvantaged and remote areas of the country. Besides this AYEHO is well-known and established Afghan NGO in delivering professional and technical assistance and training and development services to targeted audience in Afghanistan, at central, provincial and district levels, in all the leading development and governance sectors of the country.

AYEHO has been working for community empowerment at the grassroots level for many years. The emergence of AYEHO was based on the goals of securing the rights of most deprived and vulnerable communities through promotion of child rights and women rights. Enhancing access to basic health services, quality primary education and socioeconomic development facilities are among the integral parts of AYEHO. Based on these goals, the AYEHO mission is to empower and improve the quality of life of marginalized and vulnerable communities in less developed parts of the country. This mission is to be accomplished by launching sustainable and replicable projects as well as building partnerships. By utilizing valuable skills and resources such as participatory research, development, knowledge management, and advocacy, that will tangibly bring about change into the lives of women and children.

Job Description

The Monitoring and Evaluation (M&E) Manager is responsible for leading the design, implementation, and continuous improvement of the organization’s M&E systems to ensure effective tracking of project activities, outputs, and outcomes. The M&E Manager will provide technical oversight in data collection, analysis, reporting, and performance measurement to strengthen evidence-based decision-making. S/he will work closely with the Program Manager and Executive Director to ensure accountability, learning, and adaptation throughout project cycles, while building the M&E capacity of project and government staff.

Duties and Responsibilities

1. M&E System Development and Strengthening

  • Develop, strengthen, and maintain monitoring, inspection, and evaluation procedures across all project components.
  • Design and refine logical frameworks (log frames) and results chains to improve project effectiveness.
  • Establish measurable monitoring and impact indicators to track project success and sustainability.

2. Monitoring of Project Implementation

  • Monitor all project activities, expenditures, and progress toward achieving outputs and outcomes.
  • Track overall progress on achievement of results and identify bottlenecks or implementation challenges.
  • Monitor the sustainability of project results beyond the funding period.

3. Reporting and Documentation

  • Prepare and submit monthly, quarterly, half‑yearly, and annual progress reports on all project activities.
  • Provide inputs, statistics, and analytical information for quarterly, annual, and other donor or management reports.
  • Assist the Program Manager in preparing relevant reports for annual project reviews and planning workshops.

4. Evaluation and Impact Assessment

  • Support monitoring and evaluation of project effects and long‑term impact.
  • Conduct capacity assessments of existing M&E systems and recommend improvements.
  • Develop monitoring strategies and indicators tailored to project goals.
  • 5. Coordination and Capacity Building
  • Coordinate across all project components to ensure effective implementation of M&E and Management Information Systems (MIS).
  • Assist project personnel with M&E tools and provide ongoing support in their proper use.
  • Organize and conduct training sessions on M&E and MIS for project staff and government counterparts.

6. Strategic Support and Improvement

  • Provide regular feedback to the Project Manager on project strategies, activities, and areas for improvement.
  • Suggest evidence‑based strategies to enhance efficiency and effectiveness by identifying and eliminating implementation bottlenecks.
  • Participate in annual project reviews, planning workshops, and learning events.

7. Other Duties

  • Perform any other duties as required by the Program Manager or Executive Director to support organizational and project goals.

Job Requirements

Education:

  • Bachelor's degree in Science, Economics, Development Studies, or a related field.
  • Master's degree is preferred.
  • Certificate in M&E and or Project Management is required  

Experience:

  • 3–5 years of M&E experience with NGOs, UN agencies in education projects.
  • Experience in developing M&E systems, logical frameworks, reporting, and staff training.

Skills:

  • Knowledge of M&E methodologies and data analysis tools (Excel, SPSS, Kobo, GIS, etc.).
  • Strong report writing and communication skills.

Languages:

  • Fluency in Dari and/or Pashto.
  • Working knowledge of English is preferred.
