Job Description

Job overview:

The role of the MEAL Coordinator is to support the implementation of monitoring, evaluation, accountability and learning systems to promote evidence-based decision-making, programme and project performance, and internal management. The MEAL Coordinator will contribute to quality programming through supporting access to and use of relevant and timely information on programme scale, relevance, and effectiveness. Within this context, the MEAL Project Coordinator will provide technical support to staff across NRC’s Core Competencies and Area Offices pertaining to MEAL and contribute to build capacity.

Job Requirements

Generic responsibilities:

  • Adherence to NRC policies, guidance, and procedures

  • Support and contribute to the development and implementation of MEAL systems, including MEAL SOPs, guidance, and tools.

  • Participate in programme design and proposal discussions, including theory of change development, log frame design, and budgeting for MEAL.

  • Support programme staff in planning for and executing MEAL, including, data collection methodology and tools and data management, analysis and use.

  • Support the implementation, dissemination, and use of evaluations, assessments and monitoring data in programme development, adjustment or review.

  • Contribute to organisational learning through supporting specific analysis, lessons learned, and reports.

  • Capacity building and training of programme and MEAL support staff on MEAL technical and conceptual areas.

  • Supervise and mentor MEAL support staff in executing MEAL plans.

  • Contribute to the design of MEAL staffing structure and resourcing, including collaboration with programme staff to identify and plan for MEAL needs.

 

Specific responsibilities:

  • Establish/Follow-up on the Monitoring Plan for each project implemented at NRC Afghanistan in coordination with the Monitoring, Evidence, Accountability and Learning (MEAL) Manager.
  • Support the preparation of project-specific detailed implementation plans and MEAL matrix for all active projects.
  • Perform monthly Data Quality Checks of output tracking sheet (MEAL matrices) and online GORs reporting.
  • Make sure complete and accurate project information are reported timely to the Country Office by each area office with necessary disaggregation (data by area/location, core competency, gender, type of project participants (IDP, refugees, host community, returnee and other);
  • Represent MEAL at PCM (GOM, PRM, GCM) meetings, providing updates and insights based on Global Output and Outcome Reporting System (GORs) data.
  • Support programme staff in planning for and executing MEAL activities, including data collection methodology and tools development, data management, analysis and use, clear maintenance of means of verification documentations (also serve as the bridge between programme staff and the Compliance Coordinator in regards to gathering required means of verifications by project);
  • Support need assessments, baseline and end line surveys, and programme evaluations particularly field data collation using mobile data collection methods training and supervising enumerators, data entry and analysis; 
  • Support the area teams to improve quality of monitoring, evaluation, and accurate reporting, including training on MEAL tools;
  • Support field programme staff to implement project level assessments, including PDMs, baseline survey using mobile data collection methods, outcome measurement, and multisector area level assessments where relevant, training and supervising of enumerators, data entry and analysis;
  • Support the use of digital-based data collection using mobile phones/tablets;
  • Support the Monitoring, Evidence, Accountability and Learning Manager in the operationalization of the MEAL Standard Operating Procedures and Outcome Monitoring data collection, analysis, and reporting; 
  • Serve as Acting MEAL Manager when requested.

 

Generic Professional Competencies:

  • At least 5 years’ experience in an international NGO preferably in an emergency or post-conflict setting, of which 2-3 years should be with experience in implementation of MEAL systems for an international NGO;

  • Bachelor’s degree in relevant field.

  • Thorough experience with and knowledge of principles and current approaches to Monitoring, Evidence, Accountability and Learning in relief and development programs, using both quantitative and qualitative methods;

  • Understanding of data and information needs for programme management and decision making;

  • Experience in facilitating the capacity building efforts of diverse colleagues, including local partner agencies;

  • Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring, and other formal and non-formal methods;

  • High level English language proficiency (speaking, reading, writing);

  • Analytic and computer skills, including MS Office (Word, Excel, Outlook, PowerPoint, Access);

  • Experience using PowerBi.

  • Good communication and interpersonal skills

  • Strong organisational and team working skills

  • Good cultural awareness and sensitivity
