About Afghan Youth Education & Health Organization
Afghan Youth Education and Health Organization known as (AYEHO) is an independent, non- profitable, nonpartisan and non-governmental organization registered with the Ministry of Economy, Government of Afghanistan. AYEHO provides support to youth and children who work on the streets, orphans, and children in conflict with law, children with disabilities and their families in Afghanistan.
AYEHO established in 2018, headquartered in Kabul with two provincial offices and properly structured and active business and operational set ups in all 34 provinces of the country, has arguably served the most marginalized and vulnerable children, youth and families in the most disadvantaged and remote areas of the country. Besides this AYEHO is well-known and established Afghan NGO in delivering professional and technical assistance and training and development services to targeted audience in Afghanistan, at central, provincial and district levels, in all the leading development and governance sectors of the country.
AYEHO has been working for community empowerment at the grassroots level for many years. The emergence of AYEHO was based on the goals of securing the rights of most deprived and vulnerable communities through promotion of child rights and women rights. Enhancing access to basic health services, quality primary education and socioeconomic development facilities are among the integral parts of AYEHO. Based on these goals, the AYEHO mission is to empower and improve the quality of life of marginalized and vulnerable communities in less developed parts of the country. This mission is to be accomplished by launching sustainable and replicable projects as well as building partnerships. By utilizing valuable skills and resources such as participatory research, development, knowledge management, and advocacy, that will tangibly bring about change into the lives of women and children.
Job Description
The HR Officer will support the HR Manager in all HR functions for the UNICEF CBS project, with a focus on teacher recruitment, contracting, performance management, and separation in compliance with AYEHO HR policies and the CBE Teacher Recruitment and Management Guideline.
Key responsibilities include: managing end-to-end recruitment procedures, personnel files with strict confidentiality; conducting safeguarding reference checks; tracking probation periods; managing leave and attendance records; coordinating with provincial teams for field-based HR processes; and supporting staff grievance handling in coordination with the GRM Focal Point.
Duties and Responsibilities
- Coordinate end-to-end recruitment including vacancy announcements, eligibility screening, written competency assessments, recruitment committee coordination, and candidate ranking.
- Conduct reference checks for successful candidates, specifically inquiring about prior misconduct, safeguarding violations, or unsuitability for working with children; document findings and disqualify candidates with confirmed violations per the CBE Teacher Recruitment Guideline.
- Prepare employment contracts for all teachers and project staff; ensure all personnel sign Code of Conduct, PSEA declaration, and Child Safeguarding Policy prior to deployment; coordinate induction training logistics with program team.
- Establish and maintain accurate personnel files (hard and soft copies) for all project staff and teachers, ensuring full protection and confidentiality of employee data in compliance with AYEHO HR policies.
- Maintain accurate leave records (annual, sick, emergency, maternity, unpaid) for all project personnel; reconcile leave tracking system with financial records on a monthly basis; ensure compliance with Afghan labor law and AYEHO rules.
- Track annual teacher appraisal schedules; assist in documenting appraisal; maintain records for contract renewal decisions.
- Process resignations, contract completions, and separations due to misconduct or weak performance; coordinate clearance procedures (return of registers, materials, supplies, final documentation) with Education Officers and Provincial Coordinators.
- Draft monthly and quarterly HR reports for the HR Manager, including: recruitment status, probation outcomes, safeguarding screening results, and leave balances; support donor reporting on HR indicators as requested.
- Serve as a point of contact for staff and teacher grievances (salary disputes, workplace concerns, performance evaluation fairness) in coordination with the GRM Focal Point and HR Manager
- Undertake other tasks and responsibilities as assigned by the HR Manager consistent with HR support for the UNICEF CBS project.
Job Requirements
University degree in Human Resources Management, Business Administration, Public Administration, or a related field.
Minimum 3 years of HR experience with an NGO, UN agency, or donor-funded project, including recruitment, onboarding, performance management, and separation processes.
Familiarity with safeguarding screening practices, reference checks for working with children, and PSEA compliance in recruitment.
Working knowledge of Afghan labor law, particularly as it applies to fixed-term contracts, probation, leave entitlements, and separation.
Fluent in English (required for reporting and coordination with donors). Fluent in Dari and/or Pashto (required for field coordination and candidate communication).
Proficiency in MS Office (Word, Excel) for record keeping, reporting, and leave tracking; experience with HRIS or database systems is an asset.
Demonstrated ability to handle sensitive personnel data with discretion and in compliance with data protection principles.
Willingness to travel to Paktika and Daikundi provinces for recruitment drives, onboarding, and HR field support as needed.
