War Child is an international alliance working in 15 countries. This is an international charity working for children and youth affected by war. War Child initiated working in Afghanistan from 2002. In Afghanistan War Child Work with children and youth, who as a result of conflict, live with a combination of poverty, exclusion, and insecurity. Job Description

Job Purpose

The Program Quality & Compliance Officer will support the effective implementation of the IPS 2 project by ensuring high standards of program quality, donor compliance, and accountability across assigned provinces. The role will focus on monitoring partner performance, ensuring adherence to War Child UK and donor (FCDO) requirements, strengthening reporting systems, and supporting coordination between program, MEAL, finance, and partner teams.

 

Job Description

The Duties and responsibilities may include but not limited to:

  1. Program Quality & Implementation Oversight
  • Monitor project implementation across partners (WASSA, AWEC, AWUDO, RSDO) to ensure alignment with approved proposals, workplans, and targets.
  • Conduct regular field visits (where feasible) and remote monitoring to verify quality of service delivery (CP, MHPSS, case management, community structures).
  • Support the rollout and quality assurance of EBM/EIM methodologies (TeamUp, BeThere, SEEDS).
  • Track progress against indicators, outputs, and deliverables across the relevant districts.

 

 

  1. Compliance & Grant Management
  • Ensure full compliance with donor (FCDO) regulations, War Child policies, and contractual obligations.
  • Review partner reports (programmatic and financial) to ensure accuracy, completeness, and compliance.
  • Support budget tracking, burn rate analysis, and early identification of variances or risks.
  • Contribute to audits, internal compliance checks, and donor reporting requirements.

 

  1. Partner Oversight & Capacity Strengthening
  • Act as focal point for day-to-day coordination with implementing partners at provincial level.
  • Identify capacity gaps in partners (program, compliance, reporting) and support targeted capacity strengthening initiatives.
  • Ensure partners adhere to safeguarding, PSEAH, and accountability frameworks.

 

  1. MEAL & Reporting
  • Work closely with MEAL to ensure data quality, verification, and consistency across reporting tools.
  • Validate data from partners and ensure alignment with CPIMS+ and reporting systems.
  • Contribute to timely preparation of internal and donor reports (monthly, quarterly, ad-hoc).

 

  1. Accountability & Risk Management
  • Ensure Community Feedback and Response Mechanisms (CFRM) are functional and compliant across partners.
  • Monitor safeguarding risks, compliance gaps, and operational challenges, escalating issues as required.
  • Support implementation of “Do No Harm” principles and adaptive management approaches.

 

  1. Coordination & Communication
  • Participate in Project Management Team (PMT) meetings and support coordination across technical, operations, and partner teams.
  • Liaise with finance, MEAL, safeguarding, and technical advisors to ensure integrated project delivery.
  • Represent War Child in relevant coordination forums at provincial level when required.

Job Requirements

Experience and mandatory criteria:

  • Bachelor’s degree in social sciences, Development Studies, Business Administration, or related field
  • Minimum 3–5 years of relevant experience in program quality & MEAL, compliance, or grant management in NGOs/INGOs.
  • Strong understanding of donor compliance requirements (preferably FCDO or similar institutional donors).
  • Proven experience working with local NGO partners and consortium projects.
  • Solid knowledge and experience of child protection, MHPSS, or protection programing in humanitarian contexts.
  • Experience in monitoring, reporting, and data verification systems (including tools like CPIMS+, KOBO is an advantage.
  • Strong analytical skills with ability to track budgets, indicators, and compliance risks.
  • Demonstrated understanding of safeguarding, PSEAH, and accountability to affected populations.
  • Ability to work in complex, high-risk environments with adaptive programing approaches.
  • Excellent coordination, communication, and report writing skills in English and local languages (Dari/Pashto).
  • Willingness to travel to field locations where access is allowed.
