Job Description

Afghanistan continues to face low routine immunization coverage, particularly among zero-dose and under-immunized children in polio high-risk districts. Nangarhar remain vulnerable due to population mobility, misinformation, weak follow-up of defaulters, and limited community-facility linkages. This project leverages Community Health Workers (CHWs) and Community Health Supervisors (CHSs) under the CBHC framework to increase routine immunization uptake, reduce zero-dose children, and strengthen maternal, child health, nutrition, WASH, and birth registration services in alignment with MoPH, Polio Emergency Plan, and UNICEF strategies. The Project Manager will provide overall leadership, coordination, and management of the project to ensure timely, high-quality implementation of all activities, achievement of outputs, compliance with UNICEF standards, and effective coordination with government and community stakeholders.

Job Requirements

Key Roles and Responsibilities

  • Lead planning, implementation, and coordination of all project activities.
  • Ensure alignment with approved workplans, outputs, and indicators.
  • Coordinate closely with PPHD, DHOs, health facilities, polio teams, and WHO Polio teams.
  • Ensure integrated delivery of RI (including Polio), MCH, nutrition, WASH, SBC, and child protection interventions.
  • Oversee CHW and CHS training, outreach support, referral systems, and community engagement activities.
  • Ensure effective monitoring systems are in place, including use of Kobo Toolbox and review of child registration data.
  • Lead preparation and submission of monthly and quarterly narrative and financial reports.
  • Address implementation bottlenecks and ensure adaptive management.
  • Ensure full compliance with UNICEF PSEA, child safeguarding, and visibility requirements.
  • Act as safeguarding focal point or ensure effective coordination with designated focal persons.

Key Deliverables

  • Approved detailed implementation plan and monthly activity schedules.
  • Timely submission of monthly and quarterly progress reports.
  • Successful coordination of CHW/CHS trainings and monthly review meetings.
  • Evidence of improved RI uptake reduced zero-dose children, and strengthened referrals.
  • Compliance with safeguarding, financial, and reporting standards

Qualifications and Experience

  • Medical Doctor (MD) or graduate of a recognized medical or public health-related field.
  • Minimum 5 years of progressive experience in community-based health interventions, including CBHC programs, routine immunization, nutrition, health promotion, and/or polio or primary health care programs.
  • Demonstrated experience in managing multi-sectoral health projects (immunization, MCH, nutrition, WASH, SBC) in complex or humanitarian settings.
  • Strong skills in project planning, monitoring, reporting, and data use; experience with digital data collection platforms (e.g. Kobo Toolbox) is an asset.
  • Proficiency in computer applications (MS Word, Excel, PowerPoint).
  • Good command of English (written and spoken); knowledge of local languages is an advantage.
  • Proven ability to coordinate with government counterparts, UN agencies, I/NGOs and community stakeholders.
