Job Description
Job Summary
The WASH and Construction Engineer will assist in the design, implementation, supervision, and monitoring of WASH and school rehabilitation communities and health care facilities targeted by WDIO. This role involves providing technical support at the field level to ensure that construction activities adhere to quality, safety, environmental, and organizational standards. He/She reports to the project manager.
Main duties and responsibilities:
- Need Assessment: Conduct technical assessments of Water, Sanitation, and construction needed facilities to be rehabilitated and/or built in the targeted locations, through technical feasibility studies, household level questionnaires, focus group discussions, visits to construction facilities and sites if required.
- Be responsible for the technical part of needs assessments and participate in the selection of target communities and WASH infrastructural facilities to be rehabilitated and/or built in the project, through technical feasibility studies, household level questionnaires, focal group discussions, visits to facilities and sites, and interviews with key members of the community if required.
- Planning and organizing the implementation, monitoring, and evaluation of the Water and Sanitation and construction activities.
- Technical training of community volunteers, members of the Water Sanitation Committee, local staff, partner organization/contractors, and follow-up of the community mobilization in target communities on issues related to construction, operation, and maintenance of WASH facilities.
- Quality control of materials that will be used in construction.
- Design, implementation, and organization of training for the construction of WASH and Construction projects to bring facilities to the household level and in schools and other places.
- Verify that infrastructure construction and rehabilitation work done by partners/contractors is conducted according to the quality benchmark/standards established, through quality checklists, contract agreement, and agreed design and BOQ if required.
- Plan and be responsible for the weekly reporting of data to follow up the standard project and strategic indicators (for example, number of beneficiaries, number and type of activities completed), and related to photographs of construction phases.
- Follow-up of water quality analyses at household, community, school, and health care facilities level (residual chlorine, bacteriological analysis), in particular to assess the effectiveness of home water treatment techniques and the standard of water supplied to the community, if required.
- Weekly (or each time when necessary) written and daily updates to the line manager.
- Produce detailed written monthly, quarterly, and terminal reports regularly and share them with the concerned bodies.
- Preparation and sharing of feasibility and technical reports with the line manager. 16. Integration, coordination, and traversal aspects
- Assist in the technical design of WASH and construction projects, including latrines, water supply systems, drainage, and shelters.
- Supervise construction activities in the field to ensure quality and timely completion of projects.
- Support the preparation of bills of quantities (BoQs), technical drawings, and specifications.
- Monitor contractor performance to ensure compliance with contracts, timelines, and quality standards.
- Conduct regular field visits for technical assessments and progress monitoring.
- Ensure adherence to national and international standards for WASH and construction.
- Prepare weekly or monthly progress reports and maintain comprehensive site documentation
- Liaise with community members and local authorities to foster participation and acceptance of projects.
- Provide technical input during community awareness and training sessions related to WASH facilities and hygiene practices.
- Identify and report challenges or risks encountered during project implementation.
- Ensure the integration of protection, environmental sustainability, and gender considerations throughout all project phases
- Any other task assigned by the supervisor.
Job Requirements
- Bachelor's Degree in Civil Engineering, Water Engineering, Environmental Engineering, or a related field
- A minimum of 3 years of relevant experience in WASH or construction projects, preferably within development or humanitarian contexts
- Familiarity with relevant standards (e.g., SPHERE, WHO, national building codes
- Proficiency in AutoCAD, GIS, or other engineering software is advantageous
- Knowledge of health and safety standards and environmental compliance requirements.
- Ability to work effectively in remote or challenging environments.
- Knowledge of the preparation of estimates/BOQ.
- Computer literate, knowledge of Excel, Word, and PowerPoint.
- Excellent Pashto and Dari reading, writing, and verbal skills. Fluent in English, reading, writing, and verbal skills.
- Travel – The position will be based in the province with frequent travel to the districts. Ability to travel throughout the country;
