Job Description

Role Summary:

The Project Coordinator will be responsible for the overall coordination, implementation, and quality assurance of the CARL project activities in Ghor province. The position will ensure effective delivery of interventions related to livelihoods development, agriculture, irrigation, watershed management, and enterprise development, while maintaining high standards of technical quality, accountability, and compliance with organizational and donor requirements.

The Project Coordinator will play a key leadership role in managing field teams, coordinating with relevant government authorities, community institutions, and project stakeholders, and ensuring that project objectives are achieved within the approved timeframe and budget.

Responsibilities:

  1. Project Management and Implementation
  • Support the Project Manager in leading the planning, implementation, and monitoring of project activities in accordance with the approved project work plan, budget, and donor guidelines.
  • Ensure timely and quality delivery of interventions related to livelihoods, agriculture, irrigation infrastructure, watershed management, and enterprise development.
  • Oversee field implementation to ensure activities meet technical standards and project objectives.
  • Monitor progress against project indicators and ensure corrective actions are taken where needed.
  • Ensure project activities are implemented in a participatory and inclusive manner, particularly engaging women and vulnerable groups.
  1. Team Leadership and Supervision
  • Provide leadership, guidance, and supervision to project staff including technical officers, engineers, and field teams.
  • Promote a culture of quality, accountability, teamwork, and continuous improvement within the project team.
  • Ensure staff understand project objectives, targets, and implementation methodologies.
  • Identify capacity gaps and facilitate staff mentoring and development.
  1. Coordination and Stakeholder Engagement
  • Establish and maintain strong coordination with relevant government authorities, line departments, and local institutions at provincial and district levels.
  • Represent the organization in coordination meetings with government entities, partners, and other stakeholders.
  • Facilitate collaboration with community structures, producer groups, and local development committees.
  • Ensure alignment of project activities with government priorities and local development plans.
  • Provide regular coordination with the Provincial Programme Focal Point to ensure that project implementation, stakeholder communication, and field engagement are consistent with the strategic direction, engagement policies, and programmatic priorities of Afghanaid.
  1. Technical Quality Assurance
  • Ensure high technical standards in project interventions related to agriculture, irrigation systems, watershed management, and enterprise development.
  • Review technical designs, field plans, and implementation approaches to ensure they meet required standards.
  • Promote innovation and problem-solving to improve project performance.
  • Ensure all interventions are implemented with a strong focus on quality, sustainability, and community ownership.
  1. Planning, Monitoring and Reporting
  • Support the team in the development of annual work plans, activity plans, and implementation schedules.
  • Track project progress and ensure accurate documentation of activities and results.
  • Prepare high-quality weekly, monthly, and quarterly reports for internal management and donors.
  • Work closely with Monitoring and Evaluation teams to ensure accurate data collection and reporting.
  1. Financial and Compliance Management
  • Support the Project Manager in budget planning and ensure project activities are implemented within approved budgets.
  • Help Project Manager in monitoring the expenditure and ensure cost-effective use of project resources.
  • Ensure compliance with organizational policies, donor regulations, and operational procedures.
  • Coordinate with finance, procurement, and logistics teams for efficient project support.
  1. Risk Management and Problem Solving
  • Work with Project Manager to identify implementation risks and develop mitigation measures.
  • Address operational challenges proactively and ensure timely solutions.
  • Ensure project continuity in challenging operational environments.

Job Requirements

Education & Professional Qualification

  • Bachelor’s degree in Civil Engineering, Rural Development, Agriculture, or related field.
  • A Master’s degree will be considered an advantage.

Work Experience

  • Minimum 5 years of relevant professional experience in managing development projects, preferably in livelihoods, agriculture, irrigation, watershed management, or rural development.
  • Demonstrated experience coordinating multi-sector projects in rural and remote areas.
  • Proven experience working with government institutions, community structures, and development partners.
  • Strong experience in project planning, monitoring, and reporting.
