About Shining Star Educational Organization of Afghanistan

Shining Star Educational Organization of Afghanistan (SSEOA) is a non-profit, non-governmental, and non-political organization registered with the Ministry of Economy of Afghanistan, with Registration Number 4388 dated February 18, 2018. SSEOA works in the fields of education, health, and livelihood in the remote regions of Afghanistan. SSEOA envisions creating educational opportunities for girls and women to grow, thrive, and prosper. SSEOA works to empower communities in Afghanistan through education, especially for girls, promotes peace through education, and conveys the importance of these activities all around the country. Job Description

The MEAL Manager will lead the development and implementation of SSEOA’s Monitoring, Evaluation, Accountability and Learning systems to ensure programme effectiveness, data quality, and accountability. The role will support evidence-driven programme management and strengthen institutional learning across SSEOA operations. As a senior technical member of the programme management team, the MEAL Manager will establish robust monitoring frameworks, oversee data quality and analysis, ensure compliance with donor reporting standards, and promote evidence-based decision making across SSEOA’s thematic areas, including education, livelihoods, community resilience, gender equality, and humanitarian response.

Key Responsibilites: 

• Develop and oversee SSEOA’s organization-wide MEAL framework, indicators, and monitoring systems aligned with strategic and donor requirements.

• Ensure effective programme monitoring and data management, including development of tools, field verification, and data quality assurance.

• Lead baseline studies, mid-term reviews, and final evaluations to measure programme effectiveness and impact.

• Establish and manage Accountability to Affected Populations (AAP) mechanisms including feedback and complaint systems (CFRM System).

• Support preparation of high-quality donor reports, performance analysis, and impact documentation.

• Build capacity of programme staff and field teams in results-based management and monitoring methodologies.

• Promote organizational learning by facilitating reflection workshops and integrating lessons learned into programme design.

• Coordinate with clusters, technical working groups, and partner organizations on MEAL-related initiatives.

• Participate in various Research and Developmental initiatives of the organization and stakeholders.

• Undertake other related tasks assigned by the supervisor.

Job Requirements

• Master’s degree in Monitoring & Evaluation, Statistics, Social Sciences, Development Studies, Public Policy, or related field.

• Minimum 5–7 years of progressive experience in MEAL, programme monitoring, or evaluation within humanitarian or development organizations.

• Demonstrated experience in designing results frameworks, indicators, logical frameworks, and monitoring systems for multi-sector programmes.

• Strong knowledge of MEAL standards, Results-Based Management (RBM), OECD-DAC evaluation principles, and Accountability to Affected Populations (AAP).

• Experience working with National NGOs, donor-funded programmes in Afghanaistan.

• Strong skills in data analysis, database management, and use of digital data collection tools (such as Kobo, ODK, Power BI, or similar platforms).

• Proven ability to train and mentor programme teams on monitoring tools and data quality standards.

• Excellent analytical, report writing, and communication skills in English and Dari/Pashto.

• Willingness and ability to travel frequently to field locations across Afghanistan.
