About Afghan Youth Education & Health Organization:

Afghan Youth Education and Health Organization known as (AYEHO) is an independent, non- profitable, nonpartisan and non-governmental organization registered with the Ministry of Economy, Government of Afghanistan. AYEHO provides support to youth and children who work on the streets, orphans, and children in conflict with law, children with disabilities and their families in Afghanistan.

AYEHO established in 2018, headquartered in Kabul with two provincial offices and properly structured and active business and operational set ups in all 34 provinces of the country, has arguably served the most marginalized and vulnerable children, youth and families in the most disadvantaged and remote areas of the country. Besides this AYEHO is well-known and established Afghan NGO in delivering professional and technical assistance and training and development services to targeted audience in Afghanistan, at central, provincial and district levels, in all the leading development and governance sectors of the country.

AYEHO has been working for community empowerment at the grassroots level for many years. The emergence of AYEHO was based on the goals of securing the rights of most deprived and vulnerable communities through promotion of child rights and women rights. Enhancing access to basic health services, quality primary education and socioeconomic development facilities are among the integral parts of AYEHO. Based on these goals, the AYEHO mission is to empower and improve the quality of life of marginalized and vulnerable communities in less developed parts of the country. This mission is to be accomplished by launching sustainable and replicable projects as well as building partnerships. By utilizing valuable skills and resources such as participatory research, development, knowledge management, and advocacy, that will tangibly bring about change into the lives of women and children.

Job Descriptions:

The District Community Mobilizer (DCM) is responsible for leading community engagement and mobilization activities for the Skill-Based Literacy (SBL) Programme at district level. The position ensures transparent learner identification, Class establishments, establishment of Village Skills Committees (VSCs), support to community-based literacy classes, inclusion of women and vulnerable groups, and compliance with UNESCO programme standards.

The DCM will facilitate community ownership of literacy classes, promote women’s participation (minimum 60%), ensure inclusion of IDPs/returnees (minimum 10%) and persons with disabilities (minimum 3%), and support monitoring, documentation, and safeguarding implementation at field level.

The position requires frequent travel within assigned districts.

Job Requirements:

A. Community Mobilization & Engagement

  • Conduct community mapping and rapid assessments to identify eligible villages.
  • Facilitate community meetings to introduce the SBL programme and eligibility criteria.
  • Establish and support Village Skills Committees (VSCs).
  • Coordinate with local authorities, elders, women representatives, and CDCs to ensure community ownership.
  • Promote women’s participation and identify safe learning spaces.

B. Learner Identification & Registration

  • Lead transparent learner selection in line with UNESCO criteria.
  • Ensure inclusion targets (60% women, 10% IDPs/returnees, 3% persons with disabilities).
  • Verify eligibility and complete registration documentation.
  • Submit validated learner lists to the Provincial Office.

C. Establishment of SBL Classes

  • Support selection and orientation of literacy facilitators and VSC members.
  • Assist in distribution of learning and skills materials.
  • Ensure classes meet UNESCO minimum standards and link with formal education where relevant.

D. Monitoring & Reporting

  • Conduct regular monitoring visits and track attendance and retention.
  • Monitor participation of women and vulnerable groups.
  • Submit timely reports with required documentation.
  • Report challenges and support corrective actions.

E. Safeguarding & Accountability

  • Promote safeguarding, PSEA, GBV prevention, and child protection principles.
  • Ensure Complaint and Feedback Mechanisms are accessible.
  • Report safeguarding concerns immediately.
  • Maintain transparency in all processes.

F. Coordination

  • Coordinate with District Education Authorities and stakeholders.
  • Participate in district meetings and support donor monitoring visits.
  • Maintain strong communication between community and Provincial Office.
