The Youth’s Assembly for Afghanistan Rehabilitation (YAAR) is a national, non-governmental, and non-profit organization founded in 1994, register no. 157, to deliver humanitarian assistance and support Afghanistan’s long-term recovery. Over the last three decades, YAAR has grown into a capable and community-focused organization with experience working in more than 17 provinces  and implemented multisectoral projects in partnership with UN agencies, INGOs, embassies, and local institutions.

Job Summary

The Senior Logistics Officer is responsible for leading and managing all logistics operations in support of humanitarian and development programs. The role ensures efficient procurement, transportation, fleet management, warehousing, asset control, and compliance with donor and organizational regulations. The position plays a critical role in enabling timely program delivery, particularly in emergency and high-risk environments.

Key Responsibilities

1. Logistics Strategy & Planning

  • Develop and implement logistics plans aligned with program objectives
  • Ensure logistics preparedness for emergency responses
  • Support proposal development by preparing logistics budgets and plans
  • Identify supply chain risks and mitigation strategies

2. Procurement & Supply Chain Management

  • Oversee procurement processes in compliance with donor regulations (e.g., USAID, EU, UN agencies)
  • Ensure transparent, ethical, and cost-effective purchasing procedures
  • Manage supplier prequalification and performance evaluation
  • Coordinate international and local procurement activities

3. Warehouse & Inventory Management

  • Supervise warehouse operations ensuring proper storage conditions
  • Implement stock control systems and regular inventory audits
  • Ensure accurate tracking of goods from receipt to distribution
  • Prevent stock losses, damages, or discrepancies

4. Fleet & Transportation Management

  • Oversee vehicle fleet operations, maintenance, and fuel management
  • Ensure compliance with safety and security policies
  • Manage transport planning for field distributions and emergency deliveries
  • Monitor vehicle tracking systems and driver performance

5. Asset & Equipment Management

  • Maintain updated asset registers
  • Ensure proper tagging, tracking, and disposal of assets
  • Conduct periodic physical asset verification

6. Compliance & Reporting

  • Ensure adherence to donor, organizational, and local regulations
  • Prepare logistics reports for donors and senior management
  • Support internal and external audits
  • Maintain proper documentation and filing systems

7. Team Leadership & Capacity Building

  • Supervise and mentor logistics staff
  • Provide training on logistics procedures and compliance standards
  • Promote accountability, teamwork, and ethical conduct

Job Requirements:

Qualifications & Requirements

  • Bachelor’s degree in Logistics, Supply Chain Management, Business Administration, or related field
  • 3–5 years of logistics experience, preferably in NGO/humanitarian settings
  • Strong knowledge of donor compliance regulations (USAID, ECHO, UN, etc.)
  • Experience in emergency response logistics preferred
  • Proficiency in logistics software and MS Office
  • Experience working in remote or insecure environments is an advantage
  • Strong leadership and cross-cultural communication skills
