About Agricultural Development Fund:

The Agricultural Development Fund (ADF) will act as a second-tier wholesale lending institution that will lend to intermediaries in the agricultural value chain, who will then on-lend to small commercial farmers, defined as farmers with 1-30 hectares. ADF is capitalized by a $100 million grant provided by the United States Government to the Government of the Islamic Republic of Afghanistan to increase lending to the agriculture sector to create a more competitive agriculture sector through expanded agricultural production and increased incomes for agricultural households. ADF will lend directly and indirectly to banks, non-bank financial institutions, credit unions, microfinance institutions and non-financial intermediaries such as private farmer associations, farm stores, agricultural depots, food processors, agribusinesses and other market participants and informal providers of finance that support the development of agricultural value chains in Afghanistan and can enhance the supply of agricultural credit to the end-borrowers at the farm level. Until it transitions to the Government of Afghanistan in 2014, the ADF is managed by the Agriculture Credit Enhancement (ACE) program a USAID contract.

Job Descriptions:

  • Responsible for maintaining personnel files updates record management of the HR unit.
  • Assist in staff appraisals including notification to supervisors, employment amendments, contract end date notifications, salary reviews etc.
  • Ensure accurate recording of Kabul office personnel and pay records.
  • Responsible for tracking leaves, disseminating leaves to staff, recording, filing and monthly report of leaves taken and available.
  • Make monthly all employees’ payrolls.
  • Assist in posting job advertisements internally, receiving applications forms.
  • Collection of application forms, CVs, Bio-Data forms and relevant documentation needed for the recruitment and systems development process.
  • Inform short-listed candidates for test/interviews and about its results.
  • Track and notify managers about probationary/annual performance appraisals.
  • Monitoring timesheet completion for all national staff.
  • Scheduling meetings and interviews as requested.
  • Insuring confidentiality of HR matters at all times.
  • Enter HR data into the HR database to generate reports.
  • Respond to human resources queries from staff in the unit and elsewhere in the program.
  • Perform other related duties as assigned and required.

 

Job Requirements:

  • Bachelor’s degree Business Administration / Specialized in HRM , or Ms Management Sciences or MBA is preferable.
  • Minimum 3 to 5 years of relevant experience in HRM
  • Experience working with Islamic financial institutions, banks, MFIs, NGOs, government entities or development organizations
  • Fluent in English & local languages (Pashto/Dari)
