Job Descriptions:

Suppliers provide approved goods in accordance with MHCO, BPHS, and MoPH standards, ensuring correct quantity, quality, and timely delivery to designated locations. They comply with contractual requirements, documentation, ethical standards, and coordination processes to support uninterrupted health services.

Duties and Responsiblities:

  • Manage the full supply process from receipt of requests to delivery at the Provincial Office and Health Facilities, ensuring compliance with BPHS and MHCO procedures.
  • Receive supplies from suppliers, verify quantity and quality against purchase orders, and complete all required goods receipt documentation.
  • Coordinate storage and timely distribution of supplies from Kabul MHCO officer to Provincial office and Health Facilities according to approved plans.
  • Centralize and process supply requests from provincial and Kabul MHCO offices, ensuring completeness and authorization.
  • Liaise with technical referents and relevant departments to obtain specifications and approvals when required.
  • Route requests to stock or purchasing and plan supply activities based on priorities set by the line Manager.
  • Coordinate with requesters, warehouse staff, transporters, suppliers, and technical teams to ensure smooth supply operations.
  • Prepare and maintain accurate supply, delivery, and distribution documentation, including GRNs, delivery notes, waybills, and stock records.
  • Maintain regular communication with Health Facilities and requesters on order status, delivery schedules, and follow-up actions.
  • Support market assessments by collecting market information, conducting market visits, and maintaining updated supplier and price references.
  • Monitor price trends and compare current and historical prices to support cost-effective procurement.
  • Support preparation of purchase contracts and periodic purchases in coordination with the purchaser and Supply Manager.
  • Coordinate closely with warehouse operations through regular inventory reviews and physical presence during receipt and dispatch.
  • Manage and update the supply database, ensuring data accuracy, consistency, access control, and backup.
  • Maintain proper electronic and hard-copy filing in line with BPHS and audit requirements.
  • Prepare and submit regular supply, distribution, and stock reports to the line Manager.
  • Support implementation of the Grievance Redress Mechanism (GRM) by documenting, reporting, and following up on supply-related complaints.
  • Coordinate with procurement, logistics, and health teams for smooth operations.
  • Ensure compliance with Ministry of Public Health (MoPH) standards.
  • Ensure compliance with MHCO safeguarding, child protection, and PSEA policies.
  • Report any safeguarding or misconduct concerns following MHCO procedures.
  • Maintain high standards of professionalism, confidentiality, and ethical behavior.
  • Ensure confidentiality and secure storage of health information

Job Requirements:

  • University degree required.
  • Minimum of 3 years of relevant professional experience in supply, logistics, or procurement, preferably in a health or humanitarian context.
  • Fluency in Dari and Pashto; good command of English (written & spoken).
  • Strong organizational and planning skills.
  • Proven negotiation and supplier management skills.
  • Ability to work effectively with diverse stakeholders and in a team environment.
  • High sense of responsibility, integrity, adaptability, and accountability.
  • Strong attention to detail, flexibility, motivation, and ability to work under pressure.
  • Experience in BPHS/EPHS implementation or humanitarian health projects preferred.
  • Proficiency in MS Office, especially Excel
