About INTERSOS:

Over the past few years, Afghanistan has witnessed a relative improvement in security and stability across much of the country. This has allowed humanitarian actors like INTERSOS to maintain uninterrupted access and expand services in areas that were previously hard to reach. Despite this progress, the humanitarian situation remains critical, with millions of Afghans continuing to face acute vulnerabilities due to prolonged economic hardship, natural disasters, and limited access to essential services.

In 2025, more than half of the population is in need of humanitarian assistance, with food insecurity, child malnutrition, and displacement remaining key concerns. Natural disasters, such as floods and recent earthquakes, have further compounded the needs of already struggling communities.

INTERSOS continues to operate through a community-based approach with field bases in Kabul, Kandahar, and Zabul, delivering primary healthcare, nutrition, and protection services with a focus on women, children, and persons with disabilities. The organization enjoys strong community acceptance and collaborates closely with relevant national authorities, including maintaining the full participation of female staff in all activities.

While the operational environment is largely stable and conducive, funding shortfalls and systemic barriers such as restrictions on financial flows and administrative bottlenecks continue to impact the scope and scale of humanitarian response. Sustained support is crucial to ensure the continuity of life-saving services and to address the urgent needs of Afghanistan’s most vulnerable populations.

Job Descriptions:

The purpose of the Liaison assistant is to maintain strong links and communication with all relevant actors and stakeholders that are necessary to ensure the smooth running of INTERSOS operations in the area of responsibility: administrative, political and military actors, communities, elders, etc. He assists the Safety and Access Manager & Access and Liaison Officer in the day-to-day relations, in order to guarantee the consistency of the flow of information. The Access and Liaison assistant ensures that the mission, mandate and programs of the organization are properly communicated to relevant stakeholders in the intervention area.
He/She is responsible for ongoing liaison with national stakeholders ensuring that program activities are communicated in an effective and efficient manner across all local actors as well as to the international community, when necessary and always act in accordance with INTERSOS’s Code of Ethics. He/She ensures and confirms INTERSOS’ commitment to neutrality, impartiality, independence and humanity.


 


 

Reporting to:

Hierarchical: Access and Liaison Officer  

 

Tasks

Standard Accountabilities (fixed)

  • Assists S&A Manager for risk assessment and analysis, especially related to dealing with authorities;
  • Ensure excellent relations with different parties, actors, stakeholders and communities, while refraining from any type of side-taking or political activism;
  • Supports S&A Manager/Liaison officer to obtain, timely and smooth authorizations, permits and approvals for implementation of projects, project activities and team movements;
  • Translates, deposes, follows and obtains legal administrative documents related to the implementation of programs in collaboration with the different technical departments.
  • Secures timely report submission to relevant authorities: yearly, mid-yearly and possibly ad hoc reports requested;
  • Organizes and attends meetings with different stakeholders upon request of INTERSOS S&A Manager/Liaison officer; collects/prepares talking points and reports on outcomes of meetings;
  • Attends meetings and trainings related to security, safety and access and ensures timely information and knowledge transfer;
  • Briefs new expatriates and other relevant staff on authorities/local institutions and local/political environment
  • Support S&A Manager in the identification and resolution of humanitarian access constraints.
     

Job Requirements:

Education

  • University degree in any field

 

Professional experience

  • At least 3 years’ experience in the humanitarian sector and/or in public institutions and proven experience liaising with government authorities to facilitate access for safe and sustained humanitarian action.

 

Professional requirements

  • Essential computer literacy (word, excel and internet)
  • Demonstrated practical experience in liaison, communication/negotiations with authorities and communities, risk management;

 

Personal requirements

  • Excellent analytical skills, observation and analysis capacity;
  • Attention to detail and structured way of approaching tasks;
  • Ability to plan ahead and output oriented;
  • Able to ensure quick quality delivery in stressful environment;
  • Very strong interpersonal skills: strong communication and diplomatic skills;
  • Practical and problem-solver;
  • Ability to deal with heavy work pressure;
  • Readiness and ability to move around in the area covered;
  • Sense of neutrality and ability to work across the country in cooperation with all parties to the conflict.

 

Languages 

  • Excellent written and spoken English. Knowledge of Pashtu and Dari is mandatory.
